The Evaluation And Research On The Development Of Circular Economy In The Cities Along The Yangtze River In Anhui Province

《Undertaking industrial transfer program of The Cities along the Yangtze Riverin Anhui Province》require that by2015, The Cities along the Yangtze River in AnhuiProvince can be built as a megalopolis which with high developed economics,beautiful entironment, harmonious civilization and people who enjoy in affluent.However, since the reform and open of Chinese society, the development of heavychemical industry and high energy-consuming industry create enormous pressure onthe resources and environment of the cities along the Yangtze River in Anhui Province.Traditional economical development patterns prefer to pursue the development speedrather than protect the resources and environment. Those patterns not only lead to thehuge ecological and economical loss of the megalopolis, but also cause the enormousproblem of resources and environment. In order to achieve the requirement of<Program> by2015, it is essential to get rid of the traditional economicaldevelopment pattern with the characteristics of ‘Highly exploiting, highly investment,lowly utilizing and highly discharging’ and focus on developing the circular economywith the characteristics of ‘Lowly exploiting, lowly investment, highly utilizing andlowly discharging’.The research object of this paper is the development of Circular Economy in thecities along the Yangtze River in Anhui Province. Firstly, this paper intends tointroduce the relevant definition, the3R principles, intension, previous research ofcircular economy and the main differences with other similar concepts. Combine thebasic theories of circular economy; chapter three would come up with the mainthinking and principles of designing the circular economy. Base on this foundation,this paper is trying to design the economic evaluation system which can be dividedinto four levels from high to low. In details, those four systems which are target level,system level, status level and variable level can show different situation. Target levelcan finally show the development of circular economy. System level is built byrecycle system, dynamical system and target system. Recycle system contains threestatus levels which are resource consumption, integrated utilization and Emissions ofpollutants. Dynamical system is built by two status levels which are economicaldevelopment and technological support. Target system includes two status levelswhich are the development situation of social and nature environment. Following, thispaper intend to choose the means of independent analysis to modify the index systemand consult to the experts. Then this article will combine the recommendation fromexperts and analytic hierarchy process to determine the weight of the index.Base on the evaluation index system, this paper plan to use linear weightedcomprehensive evaluation methodology and combine the data of the development ofcircular economy in the megalopolis. Then I am going to research and evaluate thedevelopment situation of circular economy from static and dynamic angle. On onehand, the static evaluate result can show that in2009, the development of those citiesare imbalance. For example, Wuhu ranked the highest development index (0.6198) whereas Tongling ranked the lowest development index (0.405). The index can showthe significant distance between those two cities. On the other hand, the dynamicevaluate result can show that there is a significant development of the wholemegalopolis for circular economy from2005(0.3041) to2009(0.6617). However, thestatus of circular economy development is unstable. In2007, the composite indexdecreased to0.3856, which was lower than2006which was0.4145.According to the analysis result, this research is trying to give suggestions topromote the development of circular economy in The Cities along the Yangtze Riverin Anhui Province, which is the innovation of idea, policy, technology andmanagement. In the end of this paper, I would like to give a conclusion of all thecontents.
