Research On The Effect And Problems Of Rural Collective Property Rights System Reform In Huancui District Of Weihai City Under The Background Of Rural Revitalization

Deepening the reform of rural collective property rights system and promoting agricultural and rural modernization are the inevitable requirement of rural revitalization in the new period.The reform of rural collective property rights system is related to the farmers’ rights and interests,and it is of great significance to improve the standard of farmers’ living,strengthen rural collective economy,consolidate poverty alleviation and promote rural revitalization.Therefore,governments at all levels must have an in-depth understanding of the effectiveness of the current rural collective property rights system reform and find out the shortcomings in the reform process,so as to better promote the smooth implementation of the local rural collective property rights system reform.Based on this,this paper selects Huancui District,Weihai as the research object,sorts out and sums up the domestic and foreign literatures about the reform of rural collective product system,defines the connotation of the current rural collective property right system reform in detail,takes property right theory,social identity theory,system change theory,policy evaluation theory,etc.as the theoretical basis,and takes analytic hierarchy process(AHP)and fuzzy comprehensive evaluation method as the analytical tools to carry out a specific study on the reform effect of rural collective property right system in Huancui District.Firstly,aiming at the basic situation of rural collective property right system reform in Huancui District,this paper analyzes the main process of reform and the overall situation of reform and development at this stage,which lays a realistic foundation for this research.Secondly,based on the background of rural revitalization,this paper selects four criteria-level indicators,namely,political and cultural benefits,economic benefits,social benefits and ecological benefits,and 14 indicators-level indicators,such as farmers’ collective sense of honor,the perfection of rural infrastructure and the inheritance of rural folk culture,to quantitatively evaluate the effectiveness of rural collective property rights system reform in Huancui District.The research finds that,on the whole,Under the background of rural revitalization,the evaluation grade of rural collective property rights system reform and development in Huancui District is "general" level,which is specific to the standard level indicators.Among them,the economic benefits are at a "high" level,and the political and cultural benefits,social benefits and ecological benefits are at a "general" level.This also shows that there are still many problems in the current rural collective property rights system reform in Huancui District,which restrict the improvement of its reform effectiveness and need to be solved.Finally,this paper provides experience for this paper.Combined with the problems existing in the reform of rural collective property rights system in Huancui District,this paper further puts forward corresponding countermeasures and suggestions from the aspects of political culture,economy,society and ecology,hoping to help Huancui District better promote the reform of rural collective property rights system and help rural revitalization.
