| With the in-depth development of Chinese new industrialization and urbanization and the rapid growth of rural collective economy,the original household contract system is increasingly unable to meet the development needs of the existing social and economic system.In order to promote the harmonious development of rural economy,the CPC central committee and the state council actively promote the reform of collective property rights system.Since 2008,Y City of Hubei Province has organized six rural collective economic organizations to carry out the reform of rural collective property rights system.The pilot villages of rural collective property right system reform in Y City,Hubei Province have improved economic,ecological and social benefits through the reform.As for main manifestations,the reform of property rights system has promoted the development of rural areas and economy,increased the collective economic benefits of villages,driven the increase of peasants’ income,clarified the ownership of collective resource-based assets,safeguarded resource-based assets,released rural labor force,maintained the harmony and stability of villages,and raised the level of public services.However,in the meantime,there are some problems,such as slowdown growth of agricultural income,the increase in fiscal burden at the village level,serious loss of resource-based assets,deterioration of habitat environment,difficulty in mediating past disputes,and increased types of contradictions and disputes.The main reasons for these problems include insufficient motive for the reform of rural collective property rights system,insufficient innovation of village-level collective economic development and imperfect management system of joint-stock cooperatives.It is necessary to strengthen ideological awareness,make innovations in the development forms of collective economy,and optimize the property rights management system,thereby improving the effectiveness of rural collective property rights reform in Y city. |
