| The reform of the rural collective property rights system is an important part of the overall deepening reform and an important institutional arrangement for the comprehensive reform of agriculture and rural areas.At present,the basic aspects of the reform of the rural collective property rights system have been completed,and the focus of the reform has gradually shifted to how to develop and apply the results of the reform,so that rural collective economic organisations can play an economic role in managing and using the rural collective assets and resources with clear property rights and confirmed rights in the villages,or produce and operate independently,or invest in the market as a factor of production to develop a new type of rural collective economy and achieve long-term rural development.County F is one of the second batch of pilot units for the reform of the rural collective property rights system nationwide and has now fully completed the pilot work in accordance with all procedural requirements of the reform,with all villages and residences having established rural collective economic organisations and issued share certificates,and the reform phase having been completed and is now in the process of deepening the reform and exploring development.By analysing the environment in which the reform of the rural collective property rights system in County F was carried out and summarising its experience and practices in promoting the reform,it helps to provide reference for other regions to promote and deepen the reform of the rural collective property rights system and explore the direction of reform and development.Based on the analysis and summary of the reform of the rural collective property rights system in County F,the main stakeholders of the reform of the rural collective property rights system in County F,including the government,rural collective economic organizations and villagers,were identified based on stakeholder theory and property rights theory,and their interest demands were analyzed from the stakeholder perspective.From the perspectives of the three stakeholders,combined with literature analysis and field interviews,it was found that the reform of the rural collective property rights system in County F suffers from imperfect institutional mechanisms of the government,unclear reform objectives of rural collective economic organizations and low participation of villagers in the reform.Through analysis of the reasons,the main reasons are the lack of attention to top-level design at the government level and the gradual weakening of political potential;the reasons for the above problems in rural collective economic organisations are mainly the lack of reform power at the grassroots level and the weakening of political power;the lack of endogenous motivation for reform at the level of rural collective economic organisations;and the lack of peasant subjectivity at the villager level and the negative participation of villagers in reform. |
