Study On The Realization Path Of High Quality Agricultural Development In Shandong Province Under The New Development Concept

The new development concept is the fundamental solution for economic development to enter the new normal,and agriculture,as the foundation of the national economy,should also follow and adapt to this concept in order to achieve its own high-quality development.Leading the high-quality development of agriculture with the new development concept is the only way to solve the dilemma of agricultural development and build an agricultural power in the new development stage.In recent years,Shandong province has actively promoted the process of agricultural development,taking ensuring food security and effective supply of important agricultural products as the primary task of agricultural development.The total grain output of Shandong province has been stable over 100 billion jin for eight consecutive years,and the total agricultural output value of Shandong province will reach 620.65 billion yuan in 2022,with a year-on-year growth of 6.7%.However,with the rapid development of its agriculture,the aggravation of agricultural environmental pollution,the lag of agricultural technology innovation,the uneven development of regional agriculture,the single export of agricultural products and the uneven distribution of agricultural income have gradually emerged.Therefore,based on the new development concept,it is necessary to guide the high-quality agricultural development of Shandong Province from the five dimensions of innovation,coordination,green,open and sharing,measure the development level,find out the advantages and disadvantages,find out the key factors affecting the high-quality agricultural development,and put forward the realization path of high-quality agricultural development in line with the actual situation of Shandong Province.Based on the perspective of the new development concept,this paper firstly constructs the evaluation index system of agricultural high-quality development,which includes five subsystems: innovative development,coordinated development,green development,open development and shared development.To calculate the level of agricultural high quality development in Shandong Province;Secondly,Theil index and decomposition,Kernel density estimation method are used to analyze the regional differences and dynamic evolution trend of agricultural high-quality development.Finally,Tobit model was used to conduct regression analysis on the factors that may affect the high-quality development of agriculture.The results show that: first,the comprehensive level of agricultural high-quality development in Shandong Province basically maintained a steady growth from 2011 to 2020,and the mean value of the comprehensive index was 0.4273,and the five sub-system indexes were all improved,from high to low: green development,innovative development,coordinated development,open development,shared development;Secondly,the total regional difference of high-quality agricultural development in Shandong Province shows a trend of fluctuation and decline,which is due to the joint weakening effect of inter-regional difference and intra-regional difference,and the degree of absolute difference decreases,and the polarization phenomenon is alleviated.Thirdly,urbanization,information communication and education level can promote the high-quality development of agriculture,while financial support to agriculture and scientific research investment are negatively correlated with them,and there are some differences between the regional heterogeneity test results and the overall regression results.Based on this,this paper puts forward five realization paths,namely,the construction of urban-rural coordinated development mechanism,the accumulation and improvement of human capital,the construction of information communication platform,the effective guarantee of financial support,and the support of agricultural scientific and technological innovation,so as to promote the high-quality development of agriculture in Shandong Province.
