Evaluation And Study On High-quality Agricultural Development In Six Central Provinces Under The Background Of Rural Revitalization

The report of the 20 th National Congress of the Communist Party of China pointed out that "it is necessary to consolidate the foundation of food security in an all-round way,strengthen the support of agricultural science and technology and equipment,and ensure that the Chinese’s rice bowl is firmly in our hands","comprehensively promote rural revitalization,and adhere to the priority development of agriculture and rural areas",which are closely related to the high-quality development of agriculture.Therefore,it is necessary to put the comprehensive agricultural production capacity in a more prominent position,solidly promote the leap of agricultural development from accumulation of quantity to quality,and implement the goals and tasks put forward by the 20 th National Congress in a down-to-earth manner.As the most important production base of agricultural products in China,the central region plays a decisive role in ensuring China’s food security and promoting agricultural modernization,and can play a role in bringing the surface to the surface.Taking this as the starting point and deeply understanding the general goal and general policy of rural revitalization,this thesis conducts research on the high-quality development of agriculture in the central region,and constructs an evaluation index system from the five criteria of output benefit,green development,public services,agricultural support and live richly,which includes 5 criteria layers and 29 specific indicators.In terms of research methods,the entropy weight TOPSIS method was used to calculate the information entropy and difference degree of each index,and then the weights corresponding to each index were obtained,and the comprehensive score of high-quality agricultural development in the central region was obtained,and the spatial characteristics were analyzed by using the kernel density estimation method.In addition,nine driving factors were selected from the three aspects of natural factors,agriculture-related factors and economic factors,and the gray correlation degree analysis method was used to analyze the gray correlation degree between the high-quality agricultural development of central provinces and its driving factors,and then the driving mechanism was analyzed by panel data model.Empirical analysis was carried out from 2010 to 2020 data from 2010 to 2020 in six central provinces.The results show that:(1)The level of high-quality agricultural development in the six central provinces is basically showing a trend of increasing year by year,among which Hubei Province and Hunan Province are at a good level,Henan Province and Jiangxi Province are at a medium level,and Shanxi Province and Anhui Province are relatively poor;(2)The development level of the six provinces has basically increased at each standard level,but there are still certain differences;(3)The agricultural output efficiency and agricultural support in central China have decreased from 2010 to 2020,and the level of agricultural green development has shown a two-level differentiation trend;(4)The high-quality development of agriculture in the central region is affected by factors such as the level of industrialization,urbanization,financial support for agriculture,and agricultural export.Based on the above research conclusions,the following countermeasures and suggestions are given:(1)To optimize the agricultural industrial structure and promote output efficiency,Shanxi Province and Jiangxi Province need to further enhance their understanding in adjusting the industrial structure;(2)To improve the level of greening and achieve sustainable agriculture,Hunan Province,Hubei Province and Henan Province need to accelerate the transformation of agricultural production mode;(3)Increase agricultural support to ensure strong development,Jiangxi Province and Shanxi Province need to find where the needs for agricultural development are and provide targeted support;(4)Rationally implement fiscal support for agriculture and actively promote agricultural trade,Shanxi Province needs to optimize the structure of fiscal expenditure,Hubei Province needs to actively carry out foreign trade of agricultural products;(5)To attract talents and enhance the stamina of agricultural development,the six central provinces need to attract talents to solve the problem of brain drain caused by urbanization and industrialization.
