Statistical Research On The Level Of High-quality Economic Development In The Western Regio

The 19th National Congress of the Communist Party of China clearly stated that"socialism with Chinese characteristics has entered a new era,and China’s economic development has also entered a new era.The main characteristic of this period is that China’s economic growth has shifted from rapid growth to high-quality development.Promoting high-quality development in the new era is an inevitable trend for our country’s development,and the strategic position of the western region is crucial.Therefore,it is necessary to study the issue of high-quality development in the western region of China.Based on the definition and requirements of high-quality economic development,this article constructs a comprehensive evaluation index system for high-quality economic development,including 41 measurement indicators,including economic vitality,economic stability,innovative development,coordinated development,green development,open development,and shared development.On this basis,the entropy weighted TOPSIS method was used to measure the comprehensive level of high-quality economic development and various subsystems of 11 provinces(cities,autonomous regions)in western China from 2010 to 2020.A comparison was made between the advantages and disadvantages of each region in high-quality development,both overall and at the level of each subsystem.Finally,the main influencing factors of high-quality economic development in the western region of China were explored.The research results indicate that: firstly,in terms of the overall economic level,the western region of our country has not developed smoothly as expected,especially in terms of regional disparities,which is even more evident.Secondly,the development advantages of the western region are significant,but there are also many significant shortcomings.Among them,the difference in scores between catch-up and backward regions is very small.The development of excellent regions is relatively balanced,and their weakness lies in sharing.The weakness of catch-up and backward regions is in innovation.Thirdly,the disadvantage of shared development as an excellent region has been on the rise in recent years,while the disadvantage of innovation development in catch-up and backward regions still shows a significant downward trend.Fourthly,government intervention(including the proportion of local financial investment in science and technology),industrial development level(including the proportion of industrial added value),and innovation level(including the number of R&D personnel of enterprises above the scale of every 10000 employees in society)have a positive effect on high-quality development,while green investment(including the proportion of investment completed in industrial pollution control)has a negative effect on high-quality development.Based on the above situation,we put forward the following countermeasures: First,break through the space barrier,speed up the digital transformation,integrate digital technology with the traditional real economy,and combine with traditional production factors,improve production efficiency,and reshape the development momentum.Second,increase investment in the environment,implement "green" management,develop "green" technology,introduce and develop enterprises suitable for oneself according to local conditions,repair the ecological environment,build a strong ecological barrier in the west,meet the people’s needs for a beautiful ecological environment,and lay the foundation for sustainable development.Third,strengthen the ability of scientific and technological innovation,promote scientific development,emphasize talent training,technology introduction,provide a good platform,and give policy preference.Fourth,strengthen regional cooperation,formulate regional linkage development strategies,integrate resources,emphasize communication and exchange,and promote coordinated growth of the overall economy.
