| China’s economy has entered a new normal.On the basis of steady economic growth,we will pay more attention to improving the quality of the economy to maintain sound and sustainable economic development.China’s economic development has shifted to a stage of high-quality development,and technological innovation is the fundamental way for the economy to achieve high-quality development goals As an important growth pole of national and regional development,Shandong Peninsula urban agglomeration closely follows national development strategy,improves scientific and technological innovation capacity,reconstructs economic growth driving mechanism,and promotes innovation-driven high-quality economic development of Shandong Peninsula region.In order to explore the implementation effect of innovation-driven high-quality economic development in Shandong Peninsula urban agglomeration,systematically study the coupling and coordination of scientific and technological innovation and high-quality economic development,discover the development differences of cities in Shandong Peninsula,and clarify the development direction.Firstly,by sorting out and analyzing the research on scientific and technological innovation and high-quality economic development,determining the research ideas,research methods and research content,and clarifying the relevant concepts,on the basis of discussing the theory of innovation-driven development,the theory of high-quality economic development and the theory of coordinated development,Taking sustainable development theory as a supplement to the theoretical research of this thesis,it lays a theoretical foundation for the later research on the coordinated development relationship of the two systems.Secondly,this thesis determines the research scope of Shandong Peninsula urban agglomeration and discusses the development status of Shandong Peninsula region.Then,by analyzing the interaction between scientific and technological innovation and high-quality economic development,a visual theoretical model is established,and an index evaluation system is constructed by combining five development concepts.Entropy weight method and coupling coordination degree model are used to calculate the comprehensive development index and coupling coordination degree of the two subsystems respectively.Arc GIS software is used to visually display the development differences among cities in Shandong Peninsula urban agglomeration.Meanwhile,the development gap is found by comparing with the coordinated development status of Yangtze River Delta urban agglomeration with more mature development.Finally,by analyzing the coordinated development level of Shandong Peninsula urban agglomeration,the results are as follows:(i)From 2010 to 2020,the technological innovation and high-quality economic development in the Shandong Peninsula urban agglomeration have been improved,and the development levels of the two subsystems between cities are significantly different.From the perspective of scientific and technological innovation,Jinan,Qingdao,Weifang and Jining have shown continuous and obvious growth,with only a small decline in individual years.Qingdao and Jinan have the largest increase in the scientific and technological innovation index;Dongying has a fluctuating downward trend;other cities have fluctuated undulating growth.From the perspective of high-quality economic development,the growth trend of each city has less fluctuations in negative growth.Qingdao has always ranked first,but Jinan’s growth momentum is better than it;Linyi has the highest growth rate,and Rizhao has the lowest;Weifang,Rizhao,Linyi,Binzhou and Heze have significantly changed the rankings,and the rest of the cities have only fluctuated up and down,and the overall growth is still fluctuating.(ii)The comprehensive development level of scientific and technological innovation and high-quality economic development of the cities in the Shandong Peninsula urban agglomeration is only Jinan and Qingdao that are advanced in scientific and technological innovation.The gap is not shrinking but increasing.(iii)The degree of coupling and coordination between scientific and technological innovation and high-quality economic development in various cities has been improved,but there is a big gap in the degree of development,forming four obvious gradients.The development of Jinan and Qingdao is well coordinated and belongs to the first gradient.The coupling coordination level between Weifang and Yantai develops into primary coordination and is located in the second gradient.Weihai,Zibo,Dongying,Linyi,Jining,Binzhou and Rizhao are in the stage of barely coordination and in the third gradient.Dezhou,Tai’an,Liaocheng,Heze and Zaozhuang are on the verge of imbalance and in the fourth gradient.Spatially,it takes Jinan and Qingdao as the core and develops in a point peak shape in the east-west direction,with obvious regional differences.(iv)There is still a significant gap between the degree of coordination in the Shandong Peninsula region and that of an economically strong city.The scientific and technological innovation of Qingdao and Jinan is ahead of the high quality economic development,which indicates that to improve the coordination level of urban scientific and technological innovation and high quality economic development and narrow the development gap,on the one hand,we should strengthen the ability of scientific and technological innovation.On the other hand,we will promote highquality economic development to sustain scientific and technological innovation. |
