China’s economic development model has changed from the original high-speed growth to high-quality growth,high-quality economic development is inseparable from innovation,in order to improve the level of innovation must pay attention to the protection of intellectual property rights.In recent years,under the guidance of the allround science and technology innovation policies of the state and the government,although the level of scientific and technological economic integration in the Yangtze River Delta region has been significantly improved,the development of intellectual property capacity has shown some imbalances and inconsistencies,which will seriously restrict the development of science and technology innovation in the Yangtze River Delta region.In the construction of the Yangtze River Delta science and technology innovation community,only by attaching importance to the coordinated development of intellectual property rights can we maximize the vitality of innovation and achieve the goal of collaborative innovation-driven development.Therefore,this paper analyzes the coordinated development of intellectual property capacity in the Yangtze River Delta Community from the levels of intellectual property creation,application,service and protection,and clarifies the reasons that restrict its coordinated development,which is of great significance for promoting the high-quality integrated development of the Yangtze River Delta Science and Technology Innovation Community.Firstly,the relevant literature is studied to determine the intrinsic composition of the elements of the intellectual property system,and the coupling and coordination relationship of the community’s intellectual property system is analyzed.Secondly,the relevant literature and government reports for the evaluation of intellectual property system elements are studied to determine the evaluation index system of intellectual property elements in the Yangtze River Delta,9 first-level indicators and 20 secondlevel indicators are designed,and the analytic hierarchy method is used to empower the evaluation indicators and summed linearly,and then the entropy method is used to empower the urban subsystem under each dimension of intellectual property elements respectively,and the coupling coordination model and gray correlation model of the intellectual property system in the community are constructed.Finally,based on the IP data of 27 cities in the Yangtze River Delta from 2013 to 2021,the coordination level of the four elements of IP between cities was measured by using the coupling coordination model,and the influence of each city on community coordination was calculated by using the grey correlation model.The research conclusion is as follows: Firstly,by comparing the results of coupling coordination,the degree of coupling coordination between the 27 cities in the community in terms of intellectual property capabilities has shown a gradual increase over time.The gap in the coupling coordination level of the community in terms of intellectual property capabilities is relatively small,and by 2021,the coupling coordination level of intellectual property creation capabilities within the community has entered the basic coordination stage,The coupling and coordination levels of other intellectual property capabilities have all entered a moderately imbalanced coupling stage.Secondly,by comparing the growth rate,the coupling coordination degree of the Yangtze River Delta Community in various intellectual property capabilities has basically decreased and then increased over time,while the coupling coordination degree in the dimension of creative ability elements has been increasing at a relatively stable growth rate.Thirdly,through spatial comparison of the impact results,cities with strong influence are concentrated in the edge areas where intellectual property development is relatively slow,such as Xuancheng,Chizhou,and Taizhou,which have a strong negative impact;The cities with strong influence are concentrated in areas such as Hefei,Wenzhou,Wuxi,Nantong,etc.where intellectual property development is fast and there is a strong ability to drive and radiate high-tech industries,which has a strong positive driving effect;Cities with average influence are concentrated in the eastern region centered around Shanghai,Suzhou,Hangzhou,and Nanjing,and their role in coordinating the development of intellectual property rights within the Yangtze River Delta community is not significant;The cities with weaker influence are concentrated in areas with moderate intellectual property development levels in Wuhu and Shaoxing.The cities are basically at the economic level of second and third tier cities or located on the edge of the community’s geographical location,and the positive promotion effect is relatively slow.Finally,based on the above research results,corresponding countermeasures and suggestions are proposed to improve the coordinated development level of the intellectual property system within the Yangtze River Delta Science and Technology Innovation Community.
