Abstract/Summary:
Under the background of deepening the reform of state-owned enterprises,power supply companies,as a typical representative of state-owned enterprises,have entered a new period of transformation and development.With the deepening of power transmission and distribution price reform,the profit model of power supply companies has changed,replacing the original profit model of obtaining the purchase and sales price difference with the way of permitting cost plus permitting income.This change makes power supply companies face greater pressure in realizing increasing supply and sales,exploring potential and improving efficiency,and the urgency of improving resource management level is increasing day by day.With the development of society,human resource management plays an increasingly important role in the formulation and implementation of corporate strategies,and becomes an important tool for enterprises to gain competitive advantages.Effective human resource management has an important impact on the efficiency improvement and development prospects of companies.In human resource management,performance management occupies the core position,and performance appraisal is the core link of performance management.Performance appraisal is a process and method to accurately evaluate organizational and individual performance by using targeted indicators under the established strategic goals.How to formulate a scientific performance appraisal scheme and improve the management level of the company is the core task facing the power supply company at present.The Balanced scorecard(BSC),a performance management tool,is often used in the performance management of a company.It can conduct overall performance management of the company from different dimensions and reasonably decompose organizational objectives in a quantitative way.Under the assessment mode of BSC,the performance assessment work can be closely combined with the strategic development objectives of the enterprise,and play a certain role in promoting the common development of the employees and the enterprise.This paper first introduces the research status of performance of domestic and foreign scholars,and then elaborates related concepts such as performance management and BSC.Then it takes Q power Supply Company as a research sample to study the performance appraisal status of the company,and points out the existing problems in the implementation of performance appraisal of Q power Supply company.Then,through the analysis of the function,core concept and application scope of the balanced scorecard,it is clear that it is necessary to introduce BSC into the performance appraisal of Q power supply company,and draw a strategic map combined with the overall development goal of the company.The assessment scheme designed in this paper takes the realization of the future strategic development needs of Q power supply company as the goal.Based on the original four dimensions of the balanced scorecard,AHP is used to determine the weight of each key indicator,and the performance assessment index of Q power Supply Company based on the balanced scorecard is designed.Finally,the measures to improve the performance level of Q power supply company are described from different dimensions to provide strong support for the optimization of the company’s performance appraisal,in the hope that the study of this paper will play a certain reference role for other power supply companies to carry out performance appraisal work more effectively.
