Electric power industry has been the solid foundation for China’s rapid pace of economic growth, it has been satiating the economy’s strong appetite for electricity, it is the strategic support of a country’s development both socially and economically. In recent years it has been able mobilise its resources to achieve such astounding expansion,(China’s power industry gradually extend,) promoting great changes in every sector of the economic system, making a significant contribution to the development of our national economy. Despite these notable progress, challenges still remain. China must be able to balance the pressures of increasing electricity demand with growing concerns about energy security and environmental impact. In the middle of 2012, the then Vice Premier Li Keqiang pointed restart change request,how to deepen reform, increase innovation, improve the core competitiveness of enterprises is no doubt the Chinese electric power enterprises. The primary problems that need urgent attention at present are how to construct our country electric power enterprise performance appraisal system, to enhance the core competitiveness in the increasingly fierce market competition at home and abroad. The main purpose of this research is to identify and solve these problems.The Article starts from the deep research on the related literature at home and abroad, balanced score card, Key Performance Indicators, Management by objectives,AHP method, overview summarizes the characteristics and difficulties of China’s power enterprises to carry out performance appraisal situation, analysis the status and the causes of the current assessment of Changchun power supply company performance, build a balanced scorecard(BSC) theory as a guide, with key performance appraisal method(KPI) to extract key assessment indicators for the way, "organizations, departments, person" the trinity of the performance appraisal system concept. The organization, Department, individual performance appraisal index system flow chart, and points out the method of selecting the indicators weight. At the same time, introduces the design scheme of performance appraisal, put forward a strategic direction for constructing the "Organization Department personal", threelevels of performance appraisal system, to avoid the company target decomposition is not in place, departments setting the weight of lack of integrity,scientific, integrity, ensure a clear responsibility, improve the execution. Set the check link, make the evaluation system can be continuously improved, full of vitality. At the same time, the author carried out the evaluation of the effectiveness of the performance appraisal system, proved that the set of performance appraisal system is effective and practical, which has important practical significance to the electric power enterprise more open development of performance appraisal.
