With the rapid development of China’s electric power system reform and marketeconomy, it has been an unprecedented challenge to the monopolistic power industry.Chinaput forward a new development strategy in the "Twelfth Five Year Plan" period,which putforward the new requirements to all levels of the power company’s performancemanagement.As a county power company,H Power Company has not built a completeperformance management system and the current performance management performance ismainly based on performance evaluation.H power company’s current performancemanagement system is difficult to cope with the development requirements and the reform ofperformance management system is imminent.As an effective tool of performance management, the balanced scorecard can effectivelyovercome the limitations of performance management by financial means pure, and cancombine the enterprise strategic objective and effective performance management system.The balanced scorecard can be the preferred tool of performance management system of Hpower supply company. This paper will use the balanced scorecard which can ensure theeffective implementation of the strategic objectives of the company to build a scientific andeffective performance management system and enhance the competitiveness of enterprises.This paper first studies the theory, introduces related concepts and content ofperformance management, the balanced scorecard performance management and strategytheory. Then theoretically introduces the idea of the construction of performance managementindicator system of H power supply company. This paper introduces the principle ofconstructing, building methods and construction principles, and then introduces theconstruction way of company level, department level, personal performance managementindicator. This paper, taking H power supply company as an example, introduces the actualoperation of the grassroots power company to build balanced scorecard performancemanagement system. This paper introduces the basic situation,organization structure,present situation of performance management, the performance management problems of Hpower supply company. In the process of constructing performance management system of Hpower supply company, we first use the SWOT strategy analysis method to determine the strategic goal of H power supply company. Then decompose the company level performanceindicator, draw the strategy map and construct the performance indicator of power dispatchand control center. Finally dispatch the performance indicator of power dispatch and controlcenter and construct the performance indicator of the operation and control class. Afterconstructing the performance management indicators, we implement the performancemanagement system which is based on the balanced scorecard of H power supply company.And get good feedback, improve the current performance management and provide referencefor the grassroots power company to promote performance management level which is basedon the balanced scorecard.
