| Under the continuous popularization of the Internet economy,the promotion of the big data era,and the new integration of the new economy and new human resources,the diversified employment forms of the new economy and new business mode-"Internet plus"-mainly in the form of sharing economy,fragmented economy and platform economy have emerged one after another.Most of the diversified employment forms are composed of college graduates who start their own businesses,temporary workers of enterprises,irregular enterprises or labor sector employees,network operators,webcasters,transportation platform operators,etc.Diversified employment forms gradually become the central part of the current labor market,and also become an effective booster for economic development.Socioeconomic development cannot be achieved without a booster,and the formation of a booster cannot be achieved without social security.At present,the construction of China’s pension insurance system has not kept pace with economic development,and most of the people employed in new industries are not yet covered by the pension insurance system,so the enthusiasm of the employed people for flexible employment is doubly discouraged,thus hindering the benign development of new forms of employment.In order to protect the pension insurance rights and interests of the newly employed people and promote the construction of the pension insurance system,this paper studies the willingness of these people to participate in basic pension insurance and the factors influencing them,and explores the solutions to this problem.As a start,this paper introduces the current status of domestic and foreign research on pension insurance for people employed in new industries.While foreign research has started to focus on labor relations,social security benefits,and increasing willingness to participate in insurance,domestic research has started slowly and lacks systematic research.The concept of "employees in new business forms" is defined by sorting out domestic and foreign research results.Next,by comparing the traditional pension insurance system with the new employment pattern,the theoretical basis of the pension insurance system for employees in new business forms is derived.Then,through the analysis of the current situation of pension insurance policy and implementation for employees in new business forms in Jiangxi Province,and the factors influencing the problems of the pension insurance system for employees in new business forms in Jiangxi Province,we found that there are four major problems:The pension insurance system is not flexible enough;the main body of responsibility is not clear,and enterprises avoid pension insurance;the participation rate is low and the discontinuity of insurance is serious;the mobility of personnel is strong and supervision is difficult.After that,according to the current situation and problems,the author designs a questionnaire and analyzes the results of the survey,and discovers two main factors that affect such people’s participation in insurance,namely,personal factors and social factors.Personal factors mainly include education,income level,employment industry,etc.;social factors are mainly low policy publicity,lack of main body of participation,and insufficient supervision of pension insurance institutions.Finally,by referring to the excellent practices at home and abroad,the author proposes countermeasures for the optimization of the pension insurance system foremployees in new business forms in Jiangxi Province,including the implementation of differentiated participation policies,the limitation of contribution standards setting based on income,and the establishment of special insurance for specific groups,so as to optimize the pension insurance system for employees in new business forms in Jiangxi Province,increase their participation rate in pension insurance,and effectively protect the reasonable rights and interests of employees in new business forms in Jiangxi Province. |
