The Research On The Problems And Countermeasures Of The New-business-form Practitioners’ Participation In Social Insurance In Chengdu City

This is a changing world.The rapid innovation of technology and Internet makes everything possible.New business forms that rely on the Internet have also been emerged,for example,the sharing economy,the crowdsourcing economy,and the gig economy.As a result,the practitioners from these new business forms have also rapidly become part of the social employment group which cannot be ignored.These practitioners are represented by online car-hailing drivers,onlinehailing delivery staff,online shop owners,and new media freelancers.Labor rights issues arisen from new-business-form practitioners are also getting more and more important.In March 2021,the national "14th Five-Year Plan" clearly states: "Strengthen the protection of labor rights and interests,improve the labor contract system and labor relationship coordination mechanism,and explore the establishment of a labor rights protection mechanism for practitioners in new formats." A series of guiding policies at the national level and a series of implementation policies at the Chengdu level have been released,in order to protect the rights and interests of the practitioners working in new business forms,and to promote their participation in social insurance.However,the survey shows that more than half of the practitioners of new formats in Chengdu still do not have relevant insurance.Therefore,it is meaningful to research on the current development status of these new-business-format practitioners in the city of Chengdu.This study will focus on the problems they are facing,the influencing factors,and the corresponding solutions.The research object of this paper is "the problems encountered by new-businessform practitioners participating in social insurance in Chengdu city".The research steps are demonstrated here: 1)raise questions,2)make analysis,3)benchmark against other cities,4)provide with countermeasures and suggestions,using field research.The methodology taken includes interview analysis,literature analysis,experience summarization,comparative analysis,and other social analysis method.The study utilizes the new public service theory,labor market segmentation theory,equity theory,public service equalization theory and income redistribution theory.Through the investigation and the analysis of the system construction,we found that the current social insurance issues for the new-business-format practitioners in Chengdu comprise of low participation rate,complexity of new-business-form employment identification,small scope of the practitioners getting subsidies,and low policies penetration,etc.There are three aspects of the influencing factors:government,society and employers,and practitioners of new formats.First,the government’s access mechanism and high payment standards make practitioners in new formats unable or unwilling to participate in social insurance.In addition,insufficient government supervision has led the platforms or enterprises who should have had paid social insurance for practitioners of new formats to evades social insurance.Second,the insufficient of publicity in the social media aspect,especially the negative publicity of the self-media,makes the practitioners of the new industry think that paying social insurance is not cost-effective.And the weak social responsibility of corporate,the marginalized function of trade unions,lead up to the low social insurance participation rate.Last but not the least,most new business practitioners have low education level,lack of risk awareness,rights protection awareness and long-term vision,result in their low enthusiasm for participating in insurance,and their limited income cannot bear the social insurance payment.Focusing on the issues mentioned above,the policy experience of representative cities with better development of new business practitioners,this paper provides suggestions from following aspects: 1.government provides with policy support;2.government strengthens supervision;3.government optimizes the insurance participating experience;4.government creates an atmosphere of voluntary insurance participation in the society;5.enterprises undertake social responsibilities and strengthen commercial insurance;6.trade unions actively promote rights protection;7.new-business-form practitioners change their own ideological.The actions above aims to ensure that the practitioners of new business formats in Chengdu can join the social insurance,so that the new business can truly become a reservoir of employment improvement.
