Since Reform and Opening, migrant rural workers have been playing an important role in the development of urban economy. At the present stage, Urbanization process continues to accelerate, the citizenization of migrant rural workers is attracting more attention. The process is not simply only hold an urban household registration,but also solve the pension security of migrant rural workers. Of those, pension insurance is the most important. To a large extent, it decides whether the migrant rural workers can live in the town for a long time or not. In other word, the treatment level of pension insurance for migrant rural, workers is the best measure of citizenization. Under the current pension insurance system, the migrant workers have two choices:one is the basic insurance pension for the urban and rural residents, another is the basic insurance pension for urban employees. Generally speaking, the treatment of the basic insurance pension for urban employees is higher. Therefore, the situation of migrant rural workers' participation in the basic insurance pension for urban employees can reflect the level of citizenization in a certain extent.The paper sorts out the research on the issue of pension insurance for migrant rural workers, introduces the development course of basic pension insurance system of our country, and discusses the institution ownership of the system of basic pension insurance system for migrant rural workers. At the same time, the paper uses the dynamic monitoring data of mobile population of Sichuan province in 2014 to analyze the characteristics of the outflow of migrant rural workers and the participation of the basic pension insurance for urban workers of migrant workers; further, analyzed the differences of different migrant rural workers who have different residence time and different nature of employment unit. Then, the logistic regression model was used to analyze the influencing factors including the character of housing and the number of children of migrant rural workers' participation in pension insurance decision, expected to be able to demonstrate migrant rural workers' participation in the basic pension insurance for urban employees to some extent.The paper is divided five parts, and it framework as follows:The first chapter is an introduction, including research background and purpose, research significance, literature overview at home and abroad related pension insurance for migrant rural workers, research contents, innovations and deficiencies.The second chapter is the general theoretical analysis of migrant workers' participation in the basic pension insurance for urban workers. It defines the concept of migrant rural workers, and analyzes basic theories, then, sorts out the development course of basic pension insurance system of our country. Based on the equity theory, the bounded theory, the life cycle consumption theory and the path of basic pension insurance of our country, we should encourage migrant rural workers to participate in the basic pension insurance for urban workers.The third chapter analyzes the characteristics of the outflow of migrant rural workers and the participation of the basic pension insurance for urban employees of migrant rural workers. The result shows that the outflow migrant rural workers are mostly the young and the middle aged, with a higher proportion of male, low education level. The migrant rural workers mainly flow among provinces and often stay a long time in inflow areas. Their families have a low month income and high expenditure. Who have more than one child holds a larger proportion. Most people live in rental house and their employment unit is relatively concentrated. The proportion is low which migrant rural workers participate in the basic pension insurance for urban employees. The insured ratio of female is higher than the male. The higher education levels, the higher insured ratio. The longer time stayed in inflow area, the higher insured ratio. The insured ratio of who flow in the province and who have owned houses is higher. The insured ratio of who have children more than one is lower. The migrant rural workers who employed in manufacturing industry have a higher insured ratio, and the ratio of employee is higher.The forth chapter analysis the group difference of migrant rural workers who stayed different time in inflow areas and who employed by units of different nature to participate in the basic pension insurance for urban employees. The result shows that who stayed 5-9 years in inflow areas have a higher insured ratio. The migrant rural workers of different stayed time in inflow areas lie in significant differences in age, gender, the flow range and so on. Migrant workers' employment is mainly concentrated in the private nature of the unit, but the proportion of participating in the basic pension insurance for urban workers is lower. The insured ratio of the foreign unit is highest, public unit comes next.The fifth chapter analyzes influencing factors for migrant rural workers' participation in the basic pension insurance for urban employees. The logistic regression model which including Individual characteristics, family characteristics and employment characteristics was used to analyze the influencing factors. The result shows that age and the month income of family have not significant influence. Gender, the level of education, the flow range, the time of stayed in inflow area, the will of long-term resident, the month expenditure of family, the number of children, the character of housing, industry, the nature of unit have a significantly effect.The sixth chapter makes a summary of full paper and puts forward some suggestions. Including encouraging migrant rural workers participate participation in the basic pension insurance for urban employees, promoting the flexible employment of workers to participate in the pension insurance of urban employees, Migrant rural workers with longer residence time and employed by the public nature of the unit should be as a breakthrough, constantly perfecting retirement system, promoting the convergence of different basic pension insurance, raising the overall level of the basic pension insurance for urban employees.
