| In the report of the 19 th National Congress of the Communist Party of China,the strategy of rural revitalization was proposed,and in the report of the 20 th National Congress of the Communist Party of China,it was proposed to comprehensively promote rural revitalization.The most arduous task of comprehensively building a modern socialist country remains in the countryside.Rural revitalization is not a single aspect of revitalization,but involves the comprehensive revitalization of various rural undertakings.As a connecting point between urban and rural areas,counties are facing a new round of development opportunities while facing new challenges in economic development.From the perspective of Jilin Province,the overall development level of the county is not high.As a major agricultural province,Jilin Province shoulders the heavy responsibility of ensuring national food security,and the county area is the cornerstone of agricultural development.Compared with other provinces,the overall level of economic development in Jilin Province is not outstanding,especially in county areas.Under the background of comprehensively promoting the rural revitalization strategy,how to promote the development of county economy in Jilin Province has important practical significance.The development of industry is the main factor in promoting the growth of county economy.Changes in industrial structure can reflect the quality of county economic development,and can significantly promote the improvement of economic level.Therefore,in the context of comprehensively promoting the rural revitalization strategy,it is of important research significance to re-examine and analyze the impact of changes in industrial structure on the development of county economy in Jilin Province,and how to optimize the industrial structure to promote the growth of county economy in Jilin Province.Firstly,it describes the economic situation and industrial structure development status of Jilin Province and counties.Select relevant county data of Jilin Province from 2001 to 2020,including the proportion of output value of secondary industry,the proportion of output value of tertiary industry,and the ratio of output value of secondary industry to output value of tertiary industry.The control variables include labor force,regional investment rate,population growth rate,urbanization level,and financial expenditure.Through the analysis of panel data,it is found that the overall trend of economic development in county areas in Jilin Province is stable and upward.However,the economic growth rate of different counties is different,making the economic development gap among counties have an expanding trend.In terms of industrial structure,the overall proportion of the primary industry in the county has increased year by year,while the proportion of the secondary industry has decreased,while the proportion of the tertiary industry has increased fastest and accounted for the highest proportion.The industrial structure presents a trend of rationalization.In terms of fiscal expenditure,the imbalance between fiscal revenue and expenditure has intensified,and the growth rate of county fiscal expenditure is far higher than that of fiscal revenue.Thirdly,empirical analysis is conducted on panel data from 39 counties in Jilin Province from 2001 to 2020,using production functions to construct an econometric model,and using fixed effects to regress.The results show that industrial structure indicators can promote stable economic growth,and among the control variables,the positive effect of fiscal expenditure is the largest;In the industrial structure,the primary industry with traditional advantages in the county has a positive effect on economic growth.Compared to the secondary industry,the tertiary industry is more conducive to promoting county economic growth,reflecting the positive results achieved by high-quality development in the county,and the regional investment rate,labor input,and urbanization level are also conducive to county economic growth in Jilin Province.Through the Granger test,it is found that fiscal expenditure can indirectly affect economic growth by influencing changes in industrial structure.Finally,based on the theoretical and empirical analysis results,specific conclusions are summarized and corresponding policy recommendations are proposed.The counties of Jilin Province should promote the development of characteristic industries,optimize industrial upgrading,pay attention to the introduction of technical talents,respond to changes in population structure,and achieve the integration of three industries. |
