Abstract/Summary:
The rural revitalization strategy proposed at the 19 th National Congress of the Communist Party of China is a major decision-making and deployment that focuses on the overall development of the party and the country. It mainly includes five dimensions:industrial prosperity, ecological livability, rural civilization, effective governance and affluent life.Rural revitalization is an overall and historic task related to building a modern socialist country in an all-round way.Its focus is to solve the "three rural" issues and satisfy farmers’ yearning for a better life in the new era.Industrial prosperity is the foundation of rural revitalization, and rural characteristic industries can effectively promote the development of agricultural modernization and broaden the channels for farmers to increase their income. The tea industry is a characteristic industry of Enshi Prefecture,an important pillar industry of Enshi Prefecture, and occupies an important position in the rural economy and farmers’ income in the whole prefecture. Therefore, studying the tea industry in Enshi is of great significance to the rural revitalization of Enshi.Based on this, this paper firstly analyzes the current situation of tea industry in Enshi from four aspects: rural revitalization strategy, resource endowment, comparative advantage of tea industry, and concentration of tea industry;secondly, the coefficient of variation method and the Euclidean distance method are used to measure the development level of tea industry and the level of rural revitalization in Enshi Prefecture;finally, the impact of the development of tea industry in Enshi Prefecture on rural revitalization is empirically tested. From the above analysis, the following conclusions can be drawn:(1)Through the measurement of the development level of the tea industry in Enshi Prefecture,it is found that the development level of the tea industry in Enshi Prefecture generally presents an upward trend in the time dimension, and presents a spatial layout of "low in the northeast and southwest, and high in the middle".(2)Through the measurement of the rural revitalization index of Enshi Prefecture, from the perspective of the time trend,in the fifteen years from 2006 to 2020,the rural revitalization level of counties and cities in Enshi Prefecture has basically remained stable with some increases. From the perspective of spatial distribution, the rural revitalization level of Enshi Prefecture also generally presents a spatial pattern of "low in the northeast and southwest, and high in the middle".(3)From the perspective of the fixed panel model, the coefficient of the development level of the tea industry is significantly positive, indicating that the tea industry is of great significance to the rural revitalization of Enshi Prefecture. For other control variables, per capita GDP,road density, and savings rate have a significant positive impact on rural revitalization;the degree of opening to the outside world has a significant negative impact on rural revitalization;industrial structure and savings rate coefficients are positive, but fail to passed the significance test.(4)In terms of dimensions, the development of the tea industry has a significant positive impact on the dimensions of industrial prosperity, ecological livability, and affluent life.In terms of rural civilization and effective governance, the tea industry development coefficient is positive, but not significant.(5)There are significant stage differences in the boosting effect of the tea industry development level on rural revitalization in the counties and cities of Enshi Prefecture. When the development level of the tea industry is further im proved and the threshold value is crossed, the tea industry still promotes the d evelopment of rural revitalization, but the degree of influence is smaller than t he first interval.
