Research On The Development Model Of Characteristic Town In Shaanxi Province Under The Background Of Rural Revitalization Strategy

The report of the Nineteenth Party Congress put forward the implementation of the rural revitalization strategy as one of the important strategies for building a modern economic system.In recent years,under the premise of adhering to the five major development concepts,the state and local governments have issued a series of relevant policy documents on the development of characteristic town,the acceleration of the construction of beautiful and characteristic town,this promot the full deployment of characteristic town,at the same time,it became the "new measure,new model" at the new time and new normality.According to the requirements of the strategy for rural revitalization,adhering to the priority development of agriculture and rural areas is the main way to realize the prosperity of rural industries,ecological livability,rural civilization,effective governance and affluent life.The three ministries and commissions of the state are also developing characteristic towns to cultivate distinctive towns with distinctive characteristics,industrial development,green ecology,and beautiful and livable towns.The paper combines the overall requirements of the strategy for rural revitalization and the specific goals of the development of featured towns.It uses Marxist theory of urban and rural development,Marx's theory of social structure,and Xi Jinping's new theory of urbanization development and revolves around the guidance of the “ Five Developments ” concept,it takes development model of characteristic town about Shaanxi province as object of study.After comparative analysis and local investigate,the development model is divided among the 14 small towns in Shaanxi Province approved by the Ministry of Housing and Urban-Rural Development.According to the requirements of the development of the countryside revitalization strategy and the distinctive development characteristics of the featured town industry,the characteristic towns of Shaanxi Province are divided into three types: the tourism industry development model,the agriculture,forestry,animal husbandry and fishery industry development model,and the comprehensive industry development model,meanwhile,select three typical towns of Qingmuchuan,Wuquan,and Tingkou for case studies,and summarize the advantages and disadvantages of each development model.Based on this,combined with the experiences of domestic and foreign township development models,according to the three levels of social structure in Marx's social structure theory,from the government,market,and society levels,analysising the constraints in the development mode of characteristic towns in Shaanxi Province,that is,the lack of government governance concepts,unbalanced development of the market economy,and relatively weak social development concepts,and finally proposed the establishment of an effective incentive mechanism,improve the product price mechanism,form a good supply and demand mechanism,strengthen public infrastructure construction,and effectively develop non-governmental The organization's participation mechanism and other development models advance the proposal.Through the research on the development model of the small towns in Shaanxi Province,it is helpful to explore the interrelationships among the various factors of small town development at the micro level,and it is possible to more effectively grasp the cultural heritage of small towns in the province and the effectiveness of the township development model at the macro level.The choice of route is of great significance for the development of characteristic townships according to local conditions and the implementation of the Nineteenth Rural Revitalization Strategy.
