Research On The Development Of Rural Industries In Counties On The Qinghai Tibet Plateau

The Rural industry revitalization is a crucial task and key to achieving comprehensive rural revitalization and addressing all issues related to agriculture and rural areas.However,on the ecologically fragile and underdeveloped Qinghai-Tibet Plateau,promoting rural industry revitalization and achieving common prosperity are major challenges.This paper takes Qiongjie County in Tibet Autonomous Region as an example.Based on an analysis of domestic and international rural industry revitalization development and related theories,this study investigates the current status,characteristics,and problems of rural industry development in Qiongjie County.The DEA-Malmquist model is used to measure the production efficiency and total factor productivity of agriculture and animal husbandry,and a comprehensive evaluation index system for rural industry development level is constructed.The entropy model is used to evaluate and analyze the development level of rural industry from 2009 to 2021.Finally,this study reveals the hidden problems in the development of rural industry in Qiongjie County and proposes solutions and suggestions for rural industry revitalization.The main contents and conclusions of this research are as follows:(1)The rural industrial development in Qiongjie County focuses on the primary industry of high-altitude characteristic agriculture,the secondary industry of processing of agricultural and livestock products,traditional ethnic handicrafts,and the tertiary industry of cultural tourism.It exhibits features of solid rural agricultural foundations,steady growth of per capita disposable income of farmers and herdsmen,significant increases in the agricultural and animal husbandry output value,and the initial effects of diversified and integrated industrial development.However,there are still some problems,such as an unsound industrial system,unclear special advantages,insufficient production system,low production quality and efficiency,and imperfect business system leading to low economic benefits.(2)The analysis of the static efficiency of agricultural inputs and outputs showed that the overall efficiency of agricultural production in Qiongjie County exhibited a "V" shape from2009 to 2021.The mean value of scale efficiency was 0.927,which indicates that there is still a significant room for improvement in scale efficiency.In addition,the redundancy analysis showed that Qiongjie County’s agricultural economy invested too much in chemical fertilizers and pesticides while developing rapidly,resulting in some input redundancy and waste.The Malmquist index analysis indicated that the total factor productivity of agricultural production has been continuously increasing from 2009 to 2021.Further decomposition showed that technological progress and scale development are the main driving forces for the continuous improvement of total factor productivity in agriculture.In the future development of agriculture,improving scale efficiency is more important than technological efficiency.(3)From 2009 to 2021,the comprehensive index of rural industrial development exhibited an overall upward trend,with an average annual growth rate of 10.69%.In terms of the weights assigned to each subsystem,the modernization system of agriculture and animal husbandry(0.4593)held the highest weight,followed by the integrated development system of industries(0.2205),the supply guarantee system of agricultural and livestock products(0.1641),and the green ecological development system(0.1202).These findings suggest that the modernization of agriculture and animal husbandry serves as a crucial driving force for the comprehensive development of rural industries and represents a key direction for future development.Ensuring a stable supply of agricultural and livestock products forms the foundation,while the integrated development of industries and green ecological development are inevitable choices and effective approaches.Therefore,it is essential to focus on modernization and foster synergistic progress in these areas.(4)The rural industrial development of Qiongjie County faces not only typical practical issues but also some underlying problems,such as the The development path of the rural industry is not clear enough,severe shortage of various rural talents,and weak technological support for agriculture and animal husbandry.To address these problems,this paper proposes three paths for Qiongjie County to achieve rural industrial prosperity: Enhancing a modern rural industrial system and promoting industrial integration;establishing and strengthening a modern rural production system and promoting green and efficient development;improving a modern rural management system and enhancing the scale and efficiency of industries.Furthermore,this paper suggests six strategic recommendations: emphasizing planning guidance to optimize and improve industrial layout;strengthening talent cultivation to promote high-quality and efficient development;fostering pillar industries to strengthen the county’s industrial economy;strengthening technological support to establish a comprehensive promotion and service system;implementing various businesses to promote industrial integration development;and developing overall tourism to promote shared prosperity.
