Research On Countermeasures For The Development Of Rural Characteristic And People-Enriching Industries In L County,Shanxi Under The Background Of Comprehensive Rural Revitalization

The most arduous and onerous task of building a modern socialist country in an all-round way remains in the countryside.The report of the 19 th party congress in2017 put forward the rural revitalization strategy and its general requirements for the first time,and as one of the Seven major strategies of our party and the state,it was written into the “Party constitution”.With the victory of the poverty alleviation war and the complete completion of the well-off society the overall revitalization of the countryside has become one of the main objectives of our economic and social development.The party’s 20 th National Congress report in 2022 pointed out the development direction of Comprehensively promoting rural revitalization".After that,the first document of the Central Committee of the CPC 2023 comprehensively,systematically and clearly set out the great significance of rural revitalization and a series of important and realistic issues such as how to achieve rural revitalization,and issued a series of important policies,promoting the high-quality development of rural industry has become an important part of the construction of livable and employable rural areas.Therefore,in-depth study of the rich people’s industries with rural characteristics will be conducive to promoting the integration of rural industries,fostering and developing new industries and new forms of business in rural areas,widening the channels for farmers to increase income and become rich,and promoting the common prosperity in rural areas,it lays a solid foundation for comprehensively promoting rural revitalization and accelerating agricultural and rural modernization.Under the background of comprehensive rural revitalization,this paper takes the development of rural characteristic people-enriching industry in L County of Shanxi Province as the research object,uses literature research method,case study method and field investigation method as the research methods,summarizes the development achievements of rural characteristic agriculture-enriching industry in L county,and follows the research idea of finding problems--analyzing problems--solving problems.The paper analyzes and summarizes the problems and reasons existing in the development process of the characteristic enriching industry,focuses on solving and optimizing the industrial structure of the rural characteristic enriching industry in L county and improving the development level of the rural characteristic enriching industry,and tries to provide reference and reference for the high-quality development of the rural characteristic enriching industry in other counties that have commonalities with the development of the rural characteristic enriching industry in L county.This paper consists of four parts,mainly summarized as follows:First,the paper systematically combs domestic and foreign academic achievements on the rural characteristics of enriching the people industry,and on this basis,more clearly and specifically explains the research content and research significance of the paper.Secondly,clarify the concept and characteristics of rural revitalization and enriching people’s industry with rural characteristics,combine the research results of rural revitalization industry development planning and enriching people’s industry development with rural characteristics,base on Marx’s industrial theory,the rural industrial development thought of Communist Party leaders in past dynasties,Xi Jinping’s related expositions on rural industrial development and other theoretical basis,and establish the theoretical basis of this paper from a holistic perspectiveThird,focus on the rural characteristics of L county Shanxi Province rich industry development problems and causes of problems.First of all,the general situation and basic characteristics of L county rural characteristic enriching industries are introduced.Secondly,through field visits and investigations,the author summarized the achievements of the rural characteristic enriching industries.However,it was also found that the rural characteristic enriching industries in L County had some problems in the development process,such as poor coordination among industry subjects,lack of professional talents for industrial development,low industrial quality and efficiency improvement,low degree of integration between industries,and lack of close connection with farmers’ interests.The reasons for the in-depth exploration of the problems are as follows: the solidification of the idea of industrial development,the low efficiency of talent cultivation and introduction,the unsmooth connection between production and marketing,the single industrial structure,the existence of interest game between enterprises,cooperatives and farmers,all these aspects restrict the further development of the rural characteristics of L County in Shanxi Province to varying degrees.Fourthly,aiming at the existing problems and causes of the development of rural characteristic enriching industries in L County,the paper puts forward the corresponding solutions and countermeasures and suggestions to promote the high-quality development of rural characteristic enriching industries,and hopes to make a modest contribution to the development of rural characteristic enriching industries in other counties.The development strategies mainly include: first,the government guides the coordinated development of industrial subjects;Second,strengthen the personnel and innovation capacity building;Third,improve the quality of production and marketing and product benefits;Fourth,to achieve industrial diversification and integrated development;Fifth,take multiple measures to broaden the channels for farmers to get rich.
