Research On Benefit Analysis And Governance Of Rural Land Comprehensive Consolidation Under The Background Of Rural Revitalization

As the carrier of human production and life,land is an important rural resource.Land reclamation as revitalize the rural land resource,optimize land use of the important measures,to promote the urban and rural integration,agricultural modernization,new urbanization and new rural construction,construction of ecological civilization is of great significance,is to consolidate national food security,optimize the land use structure,improve rural living environment,improve the important fulcrum of farmers’ income,Lay a solid foundation for realizing the strategic goal of rural revitalization.With the change of the main social contradictions,the benefits of land consolidation have changed from economic to ecological,and the work of land consolidation has also changed from quantitative potential and quantitative quality to ecological function.Therefore,it is of great significance to study the comprehensive benefit of land consolidation both theoretically and practically.This paper chooses Gaodian Township as the research object,under the guidance of "two mountains","a good space" theory,system theory and holistic governance theory,from the economic,social and ecological three dimensions,choosing 12 indexes of tertiary to build the index system of comprehensive benefit evaluation of land regulation,select AHP to determine the weight of the index,and by calculating the scores before and after the renovation of the benefit changes for empirical analysis.Through the analysis,the economic,social and ecological benefits of Gaodian township have increased.Specifically,in terms of economy,the quality of cultivated land is improved,the output value and output per mu of grain are increased,the average annual income of villagers is increased,and their living standards are improved.In the social aspect,the transportation is more convenient,the living environment is cleaner,the entertainment life of the villagers is more abundant,the villagers not only live at ease,but also live comfortably.In terms of ecology,the coverage rate of green plants and the rate of land reclamation have been improved,and a series of special actions have been carried out,resulting in a stable and improved ecological environment.But at the same time,it is found that there are still some problems in land consolidation in Gaodian township,including low industrial level,low quality of cultivated land and difficulties in capital integration.In the social aspect,the land use efficiency,farmers’ participation enthusiasm is not high,and the quality of employees is low.In the aspect of ecology,it is manifested as weak scientific and technological support,poor management and protection,and lack of ecological landscape protection thought.In order to further improve the efficiency of land consolidation and promote the realization of the goal of rural revitalization,this paper puts forward the countermeasures and suggestions of optimizing land consolidation in Gaodian Township by referring to the land consolidation experience at home and abroad.First of all,from a macro point of view,land consolidation work should be optimized from three aspects: improving policy system,building community and enhancing scientific and technological support.Secondly,from the medium point of view,rural revitalization is a dynamic and continuous process,which includes multiple stages of rural development.Therefore,the small goals of land consolidation should be consistent with the goals of rural revitalization,and the "two bottom lines" should be maintained to promote urban-rural integrated development.Finally,from the micro point of view,land consolidation should focus on solving the problems of capital,technology,management and protection,etc.,to leverage social capital and integrate regional resources.Adjust the balance of occupation and supplement to improve the quality of reserve arable land;Change farmer’s thought,improve land utilization rate;Strengthen credit system construction,enhance supervision ability;Implement daily management and protection responsibilities,and continuously bring into play the benefits of land consolidation.Figure [12] table [14] reference [63]...
