Research On The Construction Of Rural Poverty Prevention And Return Mechanism During The Consolidation Period Of Poverty Alleviation

After completing the historic feat of poverty alleviation,how to prevent poverty return has become a top priority in promoting the effective connection between poverty alleviation and rural revitalization.Under the overall leadership of the Party Central Committee and the concerted efforts of all levels and departments,various regions have established a series of anti poverty work mechanisms based on the actual situation of local poverty alleviation work and the current situation of poverty alleviation households,focusing on the existing or potential risk points of poverty alleviation in the local area.This has promoted the continuous enhancement of the happiness,satisfaction,and sense of security of the poverty-stricken population,striving to help the poverty-stricken people eliminate the risk of poverty alleviation from the root cause,and firmly holding the bottom line of preventing large-scale poverty alleviation,Taking a solid step towards achieving the second centenary goal in the field of rural revitalization.However,in the practical process of constructing anti poverty mechanisms in various regions,there are still certain risks and hidden dangers in various established anti poverty mechanisms,which may lead to the failure of existing anti poverty mechanisms.This article takes rural areas and poverty-stricken objects in M County,H Province as the research object.Combining relevant theories,literature analysis,case analysis,and interview methods are used to comprehensively analyze and judge the existing anti poverty mechanism in M County,identify the risks in the current anti poverty work,conduct in-depth research on the reasons for the risks,and propose corresponding optimization strategies,in order to provide certain reference value for the continuous effectiveness of the existing anti poverty mechanism.This study first provides a brief explanation of the background and research significance of constructing a mechanism to prevent poverty return.At the same time,it lists the research results of some domestic and foreign scholars on the optimization of the mechanism and related content.Taking M County as an example,this article briefly summarizes the actual situation of the current construction of anti poverty institutions in M County,analyzes and evaluates the existing anti poverty mechanisms,identifies existing problems and the reasons for them,and proposes optimization strategies.The investigation found that M County has established a relatively complete mechanism for preventing poverty return,such as a responsibility mechanism for poverty prevention,social security mechanism,industry linkage mechanism,and endogenous motivation stimulation mechanism.However,through continuous in-depth research,there are still a series of risks in the current mechanism for preventing poverty return in M County.In terms of the role of the responsibility mechanism for poverty prevention,there are existing problems such as lax performance of responsibilities by the responsible parties and insufficient cooperation between the responsible parties There are risks such as low participation of unofficial forces,weak support and insufficient follow-up of the social security mechanism for preventing poverty return.In terms of the role of the anti poverty industry mechanism,there are risks such as falling behind in the positioning of the anti poverty industry,weak risk resistance,and inadequate follow-up management and protection of the anti poverty industry,In terms of the role of the endogenous motivation mechanism for preventing poverty return,there are risks such as superficial propaganda and guidance,and the prevalence of important ideas such as poverty alleviation.Through a comprehensive analysis of the above risks,this study believes that the reasons for the risk of the responsibility mechanism for preventing poverty return are inadequate understanding of the responsible parties,inadequate linkage mechanism between the responsible parties,and blocked channels for social forces to enter the responsibility mechanism for preventing poverty return.The reasons for the risk of the social security mechanism for preventing poverty return are poor economic and social foundation,deep original poverty level,and strong dependence on others,The reasons for the risks in the introduction mechanism of anti poverty industries are the lack of scientific planning for the development of anti poverty industries,the insufficient technological content of anti poverty industries,and the weak linkage mechanism of anti poverty benefits.The reasons for the risks in the endogenous motivation mechanism are the lagging ideological concept of poverty alleviation households,the weak practicality of vocational skills training,and low participation.Finally,this article focuses on the reasons for the above-mentioned risks and combines the actual situation of M County,Suggestions have been put forward to optimize the responsibility mechanism for preventing poverty return through diversified participation,optimize the social security mechanism with wider coverage,optimize more targeted industrial development mechanisms,and activate more endogenous driving forces among the masses.I hope to provide valuable suggestions and suggestions for M County in optimizing its poverty prevention mechanism,and also provide reference for the optimization of poverty prevention mechanisms in other regions.
