Research On The Role Of The Government In Preventing Poverty Return To Poverty In Forest And Forest Areas Of Heilongjiang Province

In the context of China’s overall victory in the fight against poverty,preventing the return of poverty has become the focus of the relevant government departments in Heilongjiang Province.As an important ecological area in the province,the forest industry area has achieved remarkable results in poverty alleviation and the forestry revitalization project has been carried out in an orderly manner.However,the problem of the government’s role in preventing the return of poverty has become prominent.These problems are mainly manifested in the deviation of the government’s accuracy in identifying objects at risk of returning to poverty,the lack of government planning for forestry revitalization projects,the government’s failure to guide social forces to participate in preventing return to poverty,the government’s failure to establish a social security system for families prone to return to poverty,and the enforcement of policies by public officials is insufficient,etc.Prevention of returning to poverty is a continuation of the government’s poverty alleviation work.In 2021,the “Opinions on Realizing the Effective Linkage of the Achievements of Consolidating and Expanding Poverty Alleviation and Rural Revitalization” promulgated by the Central Committee of the Communist Party of China and the State Council clearly pointed out that the results of poverty alleviation should be effectively linked with rural revitalization.Therefore,in order to truly revitalize forests in industrial and forest areas,it is necessary to consolidate the achievements of poverty alleviation and prevent return to povertyThis research focuses on the frontier practical problems of preventing the return to poverty,taking the forest industry as the research subject,the government’s role in preventing the return to poverty as the research object,and the sustainable livelihood improvement of the households in the forest industry and forest area as the focus,and studying the government’s role in preventing the return to poverty from a broader perspective.On the basis of sustainable livelihood theory framework,this study through the field investigation of forest region in heilongjiang province,understand the government role in preventing the Chinese situation,trying to logging in "Chinese risk-sustainable livelihoods,limited government,the government role" the logical train of thought of research,analysis of the current problems that exist in the government in play a role of preventing Chinese.Firstly,the research results at home and abroad are sorted out,the basic theoretical framework is built,the strategies of government’s role in preventing poverty return and ensuring its implementation are analyzed,and the scientific methods of improving the livelihood level of forest industrial areas are explored in depth.Based on the theoretical basis,the risk that the government should resolve to prevent the return to poverty of forest industry forest areas was determined and analyzed.Secondly,a questionnaire survey was conducted and the influencing factor model was constructed through hierarchical analysis.The weights were determined from the five dimensions of human factors,material factors,social factors,financial factors and environmental factors.The results are analyzed by Fuzzy comprehensive evaluation method,and The main factors that may affect the return to poverty in Heilongjiang Province are determined.The role of the government in preventing the return to poverty is defined by the theory of limited government.Finally,it is concluded that the government should focus on the role of human resources.The government should play the role of improving the level of human resources in forest industry and forest areas,perfecting the mechanism of multi-subject participation to prevent poverty return,driving the development of regional advantageous industries,and optimizing relevant security policies.By reference to the domestic other province government prevent Chinese experience,adhere to the principle of preventive,effectiveness,coordination,analysis out measures to ensure the effectiveness of the government,want to combine optimization department setup and personnel employment system,strengthen the government’s management of forest region revitalization project library,improved to prevent Chinese e-government system,ready to prevent Chinese policy transition and supporting facilities construction,We will ensure that the role of the government is effectively played.
