Research On The Early Warning Mechanism For Preventing Return To Poverty In The Four Prefectures Of Southern Xinjiang

As deeply impoverished areas,the four prefectures in southern Xinjiang have achieved comprehensive poverty alleviation.However,due to the poor natural environment,slow economic development and weak anti-risk ability of poverty-stricken households,there is a crisis of returning to poverty and vulnerability of poverty alleviation under the impact of the epidemic.In order to prevent the repetition of poverty alleviation work,some families who were lifted out of poverty returned to poverty and were lifted out of poverty again because of the poor quality of poverty alleviation.As the first line of defense of poverty management,it is the solid foundation of the work of preventing the return to poverty.The early warning mechanism for preventing the return to poverty is to monitor the economic development of families and individuals who have been lifted out of poverty and are hovering in the poverty line,find out the risk of returning to poverty at the first time,and make timely intervention,so as to solve the problem of poverty eradication in the bud and prevent the occurrence of the return to poverty.Based on the research of relevant theories,this paper studies and analyzes the concept,classification and causes of poverty by using the method of literature.Based on the cross-sectional data of povertystricken households in the four prefectures of southern Xinjiang and the data analysis of questionnaires,this paper discusses the factors that are easy to cause the return to poverty in the four prefectures of southern Xinjiang.In terms of external factors,poor natural environment and lack of resources affect development;Economic development is slow,difficult to scale,industrialization,restrict the labor force to enhance income;The deviation of system and policy implementation results in quick effect but insufficient sustainable development.From the perspective of their own factors,their own ability to limit individual employment choices,or backward ideas,the existence of the behavior of enjoying the benefits,are difficult to improve the individual income level.On this basis,the early warning mechanism of preventing the return to poverty is constructed,the detection scope of the mechanism is optimized,and the early warning level is refined.The four states in southern Xinjiang are the main battlefields of poverty alleviation.The division of monitoring scope and warning level directly affects the final result of the warning mechanism for preventing poverty return.In view of the particularity of the four states in southern Xinjiang,we should appropriately relax the scope of testing,pay attention to special groups,refine the warning level,improve the income standard,realize the scientific monitoring of all groups,and effectively prevent the early warning effect of returning to poverty.Finally,the paper puts forward three aspects of guarantee conditions,including policy guarantee,technical guarantee and personnel guarantee,perfect the operation environment of the early warning mechanism to prevent the return to poverty,and establish clear countermeasures and suggestions of departmental coordination mechanism.
