By 2020,China had achieved the complete elimination of all poverty-stricken counties under the current standards,the elimination of all poverty-stricken people from poverty,and "two worries and three guarantees" for poor households with established records,completely solving the problem of absolute poverty and entering the post-poverty alleviation era.The consolidation of poverty eradication results is achieved by preventing households that have escaped poverty from returning to poverty and "marginal households" that are included in the dynamic monitoring of households from becoming poor,while the expansion of poverty eradication results is achieved by combating relative poverty and achieving common prosperity.This paradigm shift in poverty management involves a transition period and requires a perfect articulation to ensure continuity and sustainability.The problems of consolidating and expanding the results of poverty eradication in C town of Shandong Province are mainly the lack of government financial strength and weakening of assistance,the risk of returning to poverty and causing poverty among the helpers and relatively poor groups still exists,there are loopholes in the mechanism of preventing returning to poverty and causing poverty,and the effective connection between consolidating and expanding the results of poverty eradication and rural revitalization is not perfect.The reasons for the challenges in consolidating and expanding the results of poverty eradication include inadequate resource guarantee and work implementation,unclear definition of the target’s own restrictions and relative poverty,the long-term mechanism for stable poverty eradication has not yet been improved,and the effective connection between consolidating and expanding the results of poverty eradication and rural revitalization is insufficient.In order to consolidate and expand the results of poverty alleviation in the post-poverty alleviation era,we should give full play to the role of the main body of help at all levels,including the local government to effectively perform the function of help,cohesion of grass-roots party organizations and helpers responsible for the work of synergy,and mobilization of social forces to participate in the work of help.We provide spiritual "food" by helping the will and wisdom,and solve the poverty management of special groups of "old,sick and disabled" in an integrated manner,and set the relative poverty standard line and incorporate dynamic monitoring.Sound multi-sectoral collaborative dynamic monitoring data early warning mechanism,optimize fund allocation mechanism,strengthen accountability and incentive mechanism,and set up monitoring and early warning and help mechanism for relative poverty governance.To enhance the ability of organization revitalization and development,industry revitalization and development,culture revitalization and development,ecology revitalization and development and talent revitalization and development in rural areas,so as to realize the effective connection between consolidation and expansion of poverty eradication results and rural revitalization.
