| Science and technology resources are the first resources,and the good allocation of such resources by various innovation subjects in the region can promote the regional innovation capacity and avoid the waste of resources.Hebei Province has invested certain science and technology resources in science and technology innovation,but there is the phenomenon of non-circulation and non-sharing of resources among various innovation subjects,which leads to the poor allocation of regional science and technology resources.The 14 th Five-Year Plan of Hebei Province proposes to leap up the industrial value chain to the middle and high end and accelerate the pace of industrial transformation and upgrading.The efficient allocation of science and technology resources is closely related to the development of high-tech industries,but the exact relationship between the two is unknown.Clarifying the complex relationship between the two systems plays an important role in promoting their coordinated development.This paper first defines the connotation of science and technology resource allocation capability and high-tech industry development capability,and elaborates the respective internal structures of the two systems.On this basis,the mechanism of coupling and coordination between the two systems is explored from three aspects: coupling subsystem,coupling elements and coupling mechanism,and their essence is analyzed.With the help of the coupling coordination degree model and the gray integrated correlation entropy model,we conduct an empirical study on the coupling coordination of the two systems as a whole and internally to find out the factors that affect their coordinated development.On this basis,simulation and optimization are carried out with the help of system dynamics.It is found that the coupling coordination degree of the two systems in Hebei Province is in an upward trend during 2010-2020,and gradually enters the coordination stage from 2015.Among them,the reason that restricts the two systems to move toward high-quality coordinated development is that the coordination between the allocation structure of science and technology resources and the development capacity of high-tech industries and between the agglomeration capacity of high-tech industries and the allocation capacity of science and technology resources has not reached a good state in recent years.Different scenarios are constructed according to the factors affecting the coordinated development of the two systems,and the coupling coordination degree of the coupling coordination model is simulated and predicted.The results show that by modifying the parameters of the variables in the model,such as high technology industry science and technology funding input,high technology industry science and technology manpower input,traditional industry science and technology funding input,traditional industry technology introduction funding,and high technology industry sales revenue,the coupling coordination degree all appear different The coupling coordination degree increases to different degrees.Finally,corresponding suggestions are made according to the research results. |
