With the advent of the knowledge economy, the viewpoint of"science and technology resources are the first resource"has been widely recognized. In the trend of the growing scarcity of resources, because of science and technology resources'perpetuation, they will be the core elements for the national and regional sustainable development. As an important carrier of scientific and technological resources, high-tech industries reflect a country or region's economic strength and technological superiority. Facing increasingly fierce market competition, it is a top problems for Chinese high-tech industry that how to make healthy and orderly development of Chinese high-tech industry, how to utilize effectively science and technology resources. Therefore, it is a key fact to promote high-tech industry sustainable development that we should study the layout law of its science and technology resources, find approach to improve the efficiency of science and technology allocation and research on the implementation of high-tech policies.In accordance with research ideas which is"theory–methods-empirical study", taking high-tech industry science and technology resources as the research object, the author summaries and analysis the object's characters and operation of the law from resource cluster, temporal and spatial distribution of resource, resource allocation efficiency and high-tech industrial policy evaluation.First, with the literature analytic method, taking the relevant literatures about scientific and technological resources which are published in China during 1987-2006 years, the writer divides the literatures into the elements of scientific and technological resource, scientific and technological allocation, sharing of scientific and technological resources and the evaluation of scientific and technological resources, describes the major study of domestic literature point of view, put forward that science and technological resource allocation and the evaluation of science and technological resource are the hot research areas in the future.Second, according to the characters of the high-tech industry, the author put forward the concept of scientific and technological innovation cluster of high-tech industry; indicates that the elements of innovation cluster include tech enterprises, government, scientific research institution, college, intermediary organizations, technology incubators, financial products and clustering culture. At last, analyzes the main factors of scientific and technological innovation cluster of high-tech industry'resource allocationThird, the writer researches the theory and characters of scientific and technological resources'distribution of high-tech industry. Through the establishment of a comprehensive location quotient index, using data in 2007 as sample, the author researches each industry'scientific and technological resources configuration pattern which includes aerospace industry, electronics and communications equipment manufacture, computer and office equipment, pharmaceutical and manufacturing and medical equipment and instrumentation manufacturing industry. Then, the author finds that aerospace industry, electronics and communications equipment manufacture, computer and office equipment have the same resource layout distribution which appears the phenomenon of"one leader and two followers"and the density of space allocation of resources has the apparent gap.Fourth, in the aspect of efficiency, the writer analyzes each province scientific and technological resource allocation since the 21st century. From viewpoint of the efficiency of allocation and scientific and technological resource input, the author measures three levers'allocation efficiency that include the country, three regions of nation, provinces and analyzes four indexes redundancy input which are fixed asset investment, financial input into scientific and technological activities, R&D staff equivalent to full-time equivalent, internal R&D funding, and suggest the way to improve scientific and technological resources allocation efficiency for high-tech industry in China.Finally, the author trims systematically analyzing method and theory of high-tech policy implement. Then the penman divides the scientific and technological policy into the developing plan for science and technology, scientific and technological funding policy, scientific and technological human policy, intellectual property policy. Then taking Jiangsu province as example, empirically assess the implement effect on high-tech industry policy, at last put forward corresponding improvements.
