| The development trend of economic and technology integration in today’s society, a country’s economic growth depends more and more on science and technology, and gradually slopes towards the technology of a country’s industrial structure, so competition is the essence of a country’s economy is actually competition between high technology and its industrialization, so far as the development of high technology and its industrialization, efficiency has to a high-tech development zone and its allocation of resources has a vital role of science and technology. On February 5, 2015, upgrading Changzhi hi-tech development zone approved by the State Council as a State-level high-tech development zone, so far, has 2 State-level high-tech development zone in Shanxi province, Taiyuan as the first State-level high-tech development zone in the Shanxi Province can be used for reference the establishment and development of other high-tech zones. Therefore, the Taiyuan hi-tech development zone should discuss resource allocation and integration of our province, discovered and revealed weaknesses exist in the configuration path, a modified method, is of great significance and far-reaching.Based on these, this article on the basis of related research at home and abroad, to Pareto efficiency, Coase theorem and adaptive efficiency, the core- edge diffusion theory, growth pole theory, seedbed theory as the instruction, to high-tech zone has carried on the definition of science and technology resources allocation efficiency, Taiyuan high-tech zone resource allocation based on the design of Taiyuan high-tech science and technology resource allocation efficiency evaluation index system, use SE-DEA to its science and technology resource allocation efficiency evaluation of horizontal and vertical, and redundant outputs and shortage of investment.The study found that:(1) In 2014 Taiyuan high-tech science and technology resource allocation efficiency of 0.457, in six central provinces are 24 ranked first in the national high-tech zone, came in six central provinces are 24 first national high-tech zone about science and technology resource allocation efficiency of Hengyang was 5.1 times compare to the Taiyuan high-tech zone.In the high-tech zone of science and technology resource allocation is invalid, highest ultra efficiency value(high-tech district of Xiangfan, 0.996)is 2.3 times of Taiyuan high-tech zone.(2) Slack variable analysis shows that Taiyuan high-tech zone technology and science activities staff redundant over 70%, human resource configuration efficiency is invalid. Taiyuan high-tech assets into redundancy or even 93.3%, enlargement of the scale of the high-tech zone has seriously hindered the improvement of the efficiency of resource allocation. Taiyuan high-tech zone’s output rate is generally high. Taiyuan high-tech technology income rates of up to 72.31%, scientific and technological innovation capacity is insufficient.
