Study On The Optimal Allocation Of Regional Science And Technology Resources Based On System Dynamics

The innovation of science and technology has a vital role ineconomic and social development. Improving resource distributionmakes limited technology resources get more scientific output. This is’a key step in the realization of taking Chinas economic developmentto a new level.The content of this paper is to realize the optimization of scienceand technology resource distribution. On the basis of previous researchon allocative efficiency of science and technology resources, we analyzethe Chi’nas present situation of science and technology resourcesallocation. Systems thinking will be applied to the study of science andtechnology resources to establish the input-output system of science andtechnology resources allocation, and then we divide the country intoeastern, central and western regions with distinct regional characteristics.The system dynamics model of the input-output system with systemsthinking is set up which is close to the history of science and technologyresources. We will change the original values of the model parameters and observe the changes in scientific and technology output to find outthe policy direction of the optimal allocation of resources in science andtechnology.The result of this paper is that the eastern region should strengthenthe industry-university-institute cooperation, establish the guidingposition of the enterprises in the science and technology input and outputsystem and gradually shitf the central region of national policy to theregion which has more marginal benefit. At the same time the easternregion should improve the efficiency of conversion of scientiifc andtechnological achievements. The central region should become the focusof national policy support, at the same time it should improve theefficiency of conversion of scientific and technological achievements.The western region should focus on improving the scientific researchcapacity of the scientific research institutions and universities, strengthenthe cooperation between the enterprises and universities, and thenimprove the efficiency of the transformation of scientific andtechnological achievements.
