With the coming of the knowledge economy area, high-tech enterprises expand rapidly and have become the driving force of world economic development and the commanding strategic point which the great national powers compete for. The development level of high-tech enterprises not only determines the international competitiveness, but also determines a country's position in the world economy, which will determine the country's future in the international polarization of the rich and the poor. Science and technology resources play an important role in the development of high-tech enterprise, and as the scarcity of resources, we must take the configuration of science and technology resources into account.Both in theory and in practice, more and more countries and enterprises consider intellectual property as a kind of resource or a kind of asset. Through analyzing, looking the intangible resources intellectual property as physical resources, and putting it into the field of production and distribution for the input-output study, fit the requirement of achieving economic development in optimizing resources allocation.Based on the evaluation system of science and technology resources allocation efficiency, defining the evaluation purpose and principles, after fully understanding the research object this paper selects the DEA evaluation methods, and builds the index system. Then calculating the contribution such as intellectual property resources to science and technology outputs verifies that inputting the intellectual property resources into the indicators system is reasonable.Meanwhile, according to the detailed statistics, the status of the science and technology resources allocation of China's high-tech enterprises is described, and then using data envelopment analysis method, the effectiveness of the science and technology resources allocation of China's high-tech enterprises from 1996 to 2007 is evaluated. The result shows that in addition to the years 1999, 2001 and 2005, the allocation of science and technology resources of China's high-tech enterprises is basically effective; in the year of invalid configuration enterprises are at the state of decreasing the size.Finally, based on the results of the above analysis, according to the factors which affect the science and technology resources allocation efficiency, this paper presents recommendations as: make greater inputs to expand allocation scale; ensure a reasonable proportion of the funding in the allocation structure, and the resources should be in the rational allocation state between industries; adopt the way of market-oriented plan-supplemented for allocation method; and build the political, economic and legal environment for the allocation.
