For a long time,Chinese economic development mode based on resources input is very extensive,and causes a series of serious problems,such as enormous natural resources consumption,serious environmental pollution,imbalance of industrial structure,excess production capacity of part of industries,the investment inefficiency and so on,which will restrict the economic sustainable development in the future.Therefore,we must change the pattern of economic development,adjust the economic structure and cultivate new economic growth point.Since 1970 s,the high technology industries represtented by information technology,biotechnology and new materials have had a significant influence on the world economy,and is an important index measured comprehensive strength of a country or regional.Developing the high technology industry will contribute to transform the traditional development engine,foster and create new sources of growth by industrialiazation and transform the economic development pattern from traditional development to connotation and intensive development reling on scientific and technological innovation in new normal.In recent years,as a whole China's high technology industry have made great achievement,Industry output value of the high technology in China reached 11.44873 trillion yuan in 2013,as a share of GDP reached 20.13%,which has made important contributions to promoting regional economic growth.At the same time,there is also an imbalance phenomenon in regional and specific high technology,such as the eastern region accounted for nearly 80% in output value,profit,tax and so on,while electronic and communication device manufacturing industry accounted for nearly 50%.It has an important strategic significance that summarizing the present development situation and existing problems of high technology industry timely,discussing the relationship between high technology industry and regional economy from the perspective of theoretical and empirical,exploring the contribution of high technology industry to regional economy and the factors restricting the development of high technology industry,putting forward the proposal of the sustainable and healthy development of high technology industry,transforming the pattern of economic growth,speeding up the pace of construction of an innovative country and so on.Based on the theory of industrial structure and development,endogenous growth theory,Regional division of labor theory,innovation theory,System science theory and the evolution theory,this artical uses the theory and method of industrial economics,regional economics,systematics,econometrics,management to analyze the interaction between high technology industry and regional economy detailedly from two aspects of qualitative and quantitative,builds the coupling mechanism between high technology industry and the regional economy referencing the coupling theory from the physics and analyzes the system coupling level and dynamic evolution from the time(2002-2013)and space(the national level and the eastern,central,western and northeastern four major economic regions)dimension.Relying on the coupling theory in physics and the empirical model,this article analysis the level of interaction and dynamic evolution high technology industry and regional economic.In this paper,the main research contents and conclusions are as follows:Firstly,reviewing the research literature and referencing theoretical basis.Focusing on the research topics of promoting effect of high-technology industry on regional economy,affecting factors of regional economy on high-technology industry and interactive relationship,this article reviews the research literatures of at home and abroad,summarizes the existing research views and briefly reviews the the shortage of the existing research.Meanwhile,based on the theoretical and empirical analysis,this article elaborates the endogenous economic growth theory,the industrial structure theory,industrial development theory,regional division of labor theory,innovation theory,system science theory and evolutionary economics theory,which lay a good foundation for the research.Secondly,this artical combes comprehensively the current development situation of China's high technology industry.This artical analyzes and summarizes the government's development policies and the development achievements industry in the three stages of start,growth and development of China's high technology.From national aspect high technology industry has achieved remarkable results overall by analying the indexes of industry scale,output efficiency,innovation,development potential,social benefits.From regional and specific industry aspect,we know that the eastern region is very developed one and the electron and communication equipment manufacturing industry is the most one in the high technology industry development by analying the indexes of output value,the main business revenue,profits,profit tax,export delivery value,R&D expenditures.Thirdly,analysis on the interactive machenism of high-tech industry and regional economy.By means of system theory and based on the analysis constituent elements of the high technology industry and regional economy,on the one hand,the article analyzes promting effect directly or indirectly of high-tech industry on the regional economy by promoting technological progress and institutional innovation,improving the industrial structure,cultivating high-quality talents,on the other hand,this paper discusses the regional economy can provide a good support for the development of high technology industry,such as solid financial security,industry foundation,mental support and a good external environment and so on.Furtherly,this article builds a complex system of "high technology industry and regional economy",and analyzes the interaction mechanism of the composite system,which lays a theoretical foundation to explore the relationship between the high-tech insustry and regional economy from the empirical perspective.Fourthly,empirical analysis on the interactive relationship between high-tech insustry and regional economy.Using grey relational analysis theory and method,this article testes empirical the correlation between the high technology industry and regional economy.Its result shows that the correlation degree of high technology industry and regional economy is the largest for national level,as well as eastern and central regions,and the correlation degree ranks the second for west and northeast region,but the gap between the second and first isn't big.Furtherly,based on C-D production function,this artical builds the static empirical model,using the 2002-2013 data of 30 provinces of our country,measures empirically the contribution of high technology industries R&D expenditure to the regional economy,the results show that the contribution is the largest in the eastern region and the minimum in the northeast region.In addition,this paper builds dynamic panal model and uses system GMM estimation method to measure the influence of factors such as R&D input,economic development level,development environment,the industrial concentration degree and circulating cumulative effect on the high technology industry development.Fifthly,the measurement of coordination development degree of hith-tech industry and regional economy.This article builds the evaluation system of the high technology industry which contains 22 secondary indices and the regional economy which contains 20 secondary indices.This article measures the coordination development degree between the high technology industry and regional economy by using the the coordination developmentmodel after the datas processed by standardization and weighted by variation coefficient method.The empirical results show the coupling coordination degree of all regions is on the rise,but the experienced years of all regions at all stages of the coupling coordination aren't the same.This is one of the innovation of the article points.Sixthly,this article measures the dynamic interactive relationship between the high technology industry and regional economy using the dynamic coupling model.The empirical results show that the dynamic coupling relationship is in the coordination stage for national level and the central region in 2002-2013,whereas the eastern region is in the limit of development stage,and the western region begans from the low-level coordinate symbiosis into coordinated development phase in 2005,the northeast is a bit complicated,but most of the year is still in the stage of coordinated development.Meanwhile,this article predicts the dynamic coupling trend from 2014 to 2025.Finally,to maintain the sustained and healthy development of high technology industry,the article puts forward policy suggestions from macro,meso and micro aspects,such as high technology industry policy or development planning should be respecting the rule of industrial development,scientific and effective coordination management mechanism must be established,policy implementation effect evaluation mechanism should be bulided,creating synergy innovation system,strengthening the high-tech enterprise innovation main body status,improving the coupling coordination level of two system according to the characteristics of different regions,etc.
