With the transformation from rapid economic development to high-quality development,high-tech enterprises are the "main force" of scientific and technological innovation.However,Small and medium-sized high-tech enterprises which in three-or four-line cities face serious technology brain drain problem,and brought great challenges to high-tech enterprises.The paper takes the loss of R&D staffs in small and medium-sized high-tech enterprises in Xiangtan Yuhu district as the starting point,master the new theories,uses various research methods such as literature research,survey analysis and numeral models research.After the investigation and analysis of the turnover of motivation of 224 R&D staffs in the region,based on the results of this study,conclude the following.There are two main reasons,on the one hand,lack of modern management ability and enterprise culture,salary system and training system is not perfect,innovation consciousness is not strong and so on;On the other hand,Xiangtan Yuhu district lacks of regional competitiveness such as talent mass,innovation resource,policy support and legal support being weak.Accordingly,the paper based on Price-Muller brain drain model,combined with the actual situation of Xiangtan Yuhu district,build the small and medium-sized enterprise R&D staffs optimization management system,from enterprise strategy,organizational management and external environment three aspects,respectively put forward countermeasures and suggestions.Enterprises could try to improve in building enterprise core culture,improving modern management ability,strengthening salary welfare management,improving the promotion and training system,increasing investment in research and development.And through the use of talent policy and resources,restrainting staff flowing,highlight the image building and other measures to deal with external environmental risks,so as to stabilize the talent team. |
