At the moment the medium and small-sized high-tech enterprises develops verywell in China. But, there also appears some difficulties and obstacle in its progress ofdevelopment. These problems can block the development of the national economic.Both the theory and the experience have pointed that: the exterior environment has avery important effect on the development of medium and small-sized enterprise. So it’shigh time that we looked into its environment factors and found out the problems. Also,it is quite sensible for the government to perfect the growing environment, andaccelerate the development of medium and small-sized high-tech enterprises, thusenforce our nation’s general power.Upon the basis of relative theories, this article firstly depicts the status quo ofChina’s current growing environment for the medium and small-sized high-techenterprise, and points out the bottleneck problems in it. Moreover, this article analysisthe factors that constitute the growing environment, establishes the systematicevaluation model, and then appraises the growing environment of medium andsmall-sized high-tech enterprise in China. Finally, in the light of results from the realexample in the evaluation model, this article aims at existing problems and drawbacksin the growing environment of medium and small-sized high-tech enterprise,meanwhile, borrows the experiments and lessons from the western countries andconjoins the actual condition of China, systematically, brings up a series of policysuggestions that help to perfect the growing environment of medium and small-sizedhigh-tech enterprise in China.This article will provide a set of scientific and applicable evaluation model, whichcan provide good basis for the government’s decision, so this article is of greatimportance both in theory and practice.
