The tobacco industry,under the national monopoly system,has made important contributions to the country’s tax profits.Although certain achievements have been made,the development of the tobacco industry is also facing unprecedented difficulties in the face of downward pressure on the economy and the situation of tobacco control policies.The scale of the cigarette sales market is approaching the ceiling,and it is difficult to stabilize the production scale of tobacco leaves.Therefore,performance management,as a management method for modern enterprises,has also received more and more attention in the tobacco industry.This paper takes the performance management of Yongshun County Tobacco Company as the research object,and summarizes the status quo of performance planning,performance management organization and implementation,performance appraisal and performance results in performance management work by summarizing the relevant theories of performance management.Questionnaire survey method and in-depth interview method are adopted to fully listen to the opinions of personnel at the company on performance management.The key problems of current performance management are: lack of understanding of performance management,unreasonable and unscientific performance indicator system,and lack of communication and feedback,the assessment is not fair and reasonable,and the use of assessment results lacks incentives.The deep-seated reasons for these problems are mainly the inherent influence of the monopoly system,the management’s failure to change their thinking and the uneven quality of employees.In view of the above problems and reasons,based on the actual situation of the current work,the following optimization implementation plans are put forward: first,optimize the performance management index system;second,continue to strengthen communication in the process of performance implementation;third,improve performance appraisal methods;fourth It is a way of enriching the application of performance appraisal results.On the basis of optimizing the implementation plan,guarantee measures are put forward for the implementation of the plan from the three levels of organization,culture and system,in the hope that the current performance management work can play a role in promoting the realization of the company’s strategic development and the continuous improvement of employees’ personal performance levels.The tobacco industry has put forward the strategic goal of sustainable high-quality development.County-level companies,as the main body of strategy implementation,can provide more reference for the practice and implementation of performance management in the tobacco industry through the improvement and research of county-level performance management work.refer to.Through the optimization research on the performance management of Yongshun County Company,the following conclusions can be drawn:(1)In the performance management of tobacco grassroots enterprises,the fairness and rationality of performance appraisal are the key to the performance management can play its due role.factor.With changes in work objectives and work intensity,assessment indicators need to be continuously adjusted and improved according to work priorities.(2)In addition to designing a standardized and scientific performance management system,the support of the enterprise management is the key to the implementation of performance management.
