With the rapid development of knowledge economy, human resources become the primary source for enterprise obtaining competition advantages.When Chinese entrepreneurs think highly human resources is the most valuable and important organizational resources, performance management has become one of the most thorny issues among enterprises. As the core of enterprise management and human resources management,performance management is very important to promote the enterprises'core competitiveness, realize the enterprise strategic target and raise benefits. Based on the theoretical of performance management, this text research performance management system in tobacco company of Shangluo city and design the company performance management scheme.Firstly,this paper introduces the background and significance of performance management research, and then puts forward the ideas and methods and the research content and the frame. Secondly in the basis of the first-hand information and historical data about the performance management in tobacco company of Shangluo city, this article reviews and combs again the research situation about performance management both domestic and overseas.It also expatiates the status,process and methods of performance management and uses empirical studies through interviews and questionnaire survey. On the basis of communication,it looking for problems and insufficiency in existing management system and analysing the reasons. After the analysis of the reasons and determined the direction of improving the performance system, it designs the performance management system.Implementation process is the subject of performance management system,which is discussed in detail. MATLAB6.5 software and analytic hierarchy process (AHP) method is used to determine the weight of the proposals.This provide decision support for this company to rais the future struggle direction.Finally, the article thinks that performance management methods should be in pursuit of single and inclusive according to the practical. Performance management system of powerful and effective implementation requires full efforts. Company performance management system training is indispensable. Performance management system implementation need strong carrier of enterprise culture.
