| With the continuous advancement of the "Belt and Road" Initiative,economic and trade exchanges between China and Kazakhstan are becoming increasingly frequent.Under the guidance of relevant national policies and guidelines,the facilities and economic and trade connectivity between China and Kazakhstan are continuously strengthened,and the development of bilateral relations will enter a new era in an all-round way.Chinese companies in Kazakhstan will also step into a new stage of investment and development,facing not only opportunities but unprecedented challenges.At present,Chinese enterprises’ internationalization management level is weak,facing the investment environment of Kazakhstan,there are many problems and shortcomings in the process of human resources management.As a form of technical resource management,the localization management of talents aims to make full use of local labor resources and get more social and economic benefit in combination with local market environment and social relations.Where,the social and economic benefit is,in turn,the most direct reflection of the localization management of the company and the key factor to enhance the core competitiveness of the company.Taking advantage of the opportunity of working in the project of C Company in Kazakhstan,this paper conducted a field research on the project employees and human resource management of Chinese company working in Kazakhstan.With the support of relevant leaders,the questionnaires were done both online and offline,and a large number of practical and reliable data on the localization management of human resources in Kazakhstan enterprises were collected.Based on the large amount of data obtained from special interviews and surveys,this paper analyzes the achievements and existing problems of C company in the localization of human resources in the Kazakhstan project.It is found that C company has some problems in the localization management of human resources,such as low integration degree of Chinese and Kazakh culture,high staff mobility,extreme difficulty in the management of local employees,lack of management concept of local employees,and the necessity of improvement of skills for them.Therefore,C Cement Company urgently needs to optimize the localization management strategy of human resources and further improve the localization management level.In order to solve the problems in localization management of human resources,this paper puts forward a management optimization strategy in terms of five aspects,namely:updating the management concept of territorial personnel,improving the cross-cultural management ability,standardizing the system management,strengthening the training of territorial personnel,and implementing corporate culture and humanistic care.In this way,the company can cultivate a team of local employees with strong sense of responsibility,earnest attitude,professional technology and excellent management ability,which can effectively ease the talent pressure faced by the company and reduce the labor cost.It also provides practical suggestions and solutions to the common problems faced by Chinese enterprises investing in Kazakhstan projects and provides an effective reference for Chinese enterprises investing in Kazakhstan in the future from the perspective of human resources localization management. |
