In this paper by analyzing Japanese companies investing in China to enhance competitiveness, participating in the competition of talents, research background and meaning, to carry out the relevant practice of localization research, finally puts forward the design of specific cases scheme.This paper outlines the related theory and characteristics, through the Chinese and Japanese culture difference and its analysis. A comparative study on the model of human resource management in Chinese and Japanese Enterprises: First of all, the lifetime employmentsystem, process system,employeegrowth year column and using, communication and decision making, the advantages and disadvantages and development of the human resources management mode of Japanese enterprises are analyzed. Secondly, analysis China enterprise existing human resource management model. Finally, based on the differences in the mode of human resource management in Japan from the perspective of corporate culture and their causes are analyzed and compared. Next, analysis of the localization problem of Japanese enterprise human resource management. First of all, the analysis on the present situation of human resources management localization of Japanese company. Secondly, comparative research and foreign companies in China localization of human resource management status. Analysis of the current situation of localization of human resource management in Europe and America enterprises. Based on the difference of analysis from the perspective of European and American enterprise’s human resources management localization. Then, from the aspects of staff development, compensation,performance, cultural conflict, Japanese enterprise human resources management localization problem analysis. Finally, two aspects from lag of human resources localization hazard and the importance of human resources localization, analyzes the necessity of Japanese enterprise human resources management localization.Finally, according to the current situation and problems of Japanese enterprise human resources localization in China, based on analysis of the causes of cultural differences lead to specific examples the design. According to the Japanese company(A company) of the practice scheme of local human resource management, The design scheme of the company’s personnel system, The strategy proved the localization, make the study of this paper is of practicability and relative.
