Research On The Problems And Countermeasures Of Performance Appraisal In Changsha National Economic Development Zone

After more than 20 years of development,Changsha National Economic development Zone has gradually become the backbone of driving regional economic growth,promoting the opening to the outside world and leading institutional innovation.In order to promote national development zone further adapt to the new situation and new task,Changsha seriously implement the State Council general office on the promote transformation and upgrading of state-level economic and technological development zone innovation several opinions of the development of the document spirit,first introduced in 2014,the national development zones and provincial park leaders and members of the performance appraisal management regulations(try out),Since 2014,performance appraisal has been carried out for 4state-level economic development zones under the municipal administration.After 8years of exploration,we have accumulated rich practical experience.At the same time,the Ministry of Commerce issued the Measures for Assessment and Evaluation of the Comprehensive Development Level of National Economic and Development Zones in2016,and began to evaluate all national economic and Development zones.In light of the needs of the situation,the Ministry of Commerce revised the assessment and Evaluation Measures for 2016 edition.Compared with the evaluation system of the Ministry of Commerce,there are still some problems and deficiencies in the performance evaluation system of Changsha National Economic development Zone,which need to be optimized,adjusted,improved and improved.Based on the growth pole theory,new public management theory,incentive theory and other theories,this paper makes a comprehensive use of literature analysis,field investigation,comparative analysis and other methods,combined with years of experience in organizing department performance appraisal,and carefully combs the performance appraisal operation of Changsha National Economic development Zone.Based on the evaluation method of Ministry of Commerce and the evaluation results over the years,five problems are summarized in the performance evaluation of Changsha National Economic development zone,such as low degree of personality evaluation,large amplitude of evaluation results,failure to effectively coordinate the evaluation of ministries and commissions,lag in information construction,and not obvious public opinion.Based on the actual situation of Changsha national developing economic district,fully using the experience of other places,innovation put forward "five one" the assessment method,among them,the personality test is the foundation for park characteristics,setting up reasonable rules of science is the core,make full use of ministries and commissions for examination and assessment of existing results of correlation test is added,optimization efficiency test is supported platform function,improve the system of polls open test is the direction,The five aspects have their own emphasis and are connected with each other,which are of high scientific and practical nature.The comprehensive suggestion system for improving and enhancing the performance appraisal of Changsha National Economic development zone has been effectively constructed.This paper can provide useful reference for improving the performance appraisal practice of Changsha National Economic development Zone,better link the performance appraisal target system with the appraisal and evaluation system of the Ministry of Commerce,and promote the achievement of excellence in the whole country on the basis of completing the annual targets and tasks at the municipal level.At the same time,the practical experience of performance appraisal of Changsha National Economic development Zone carefully summarized in this paper can provide cases and data for relevant theories,and also provide reference and ideas for other brother cities to carry out assessment and evaluation at a higher level to a certain extent.
