Research On The Integration Development Between Development Zone And Industrial Clusters

The development zone is the important economic growth zone, the industrial agglomeration area and the innovation pilot area,industrial cluster is the advanced form of industry development in regional space,and important economic forms to improve the level of land intensive use,optimize the allocation of resources, enhance the regional competitivenesS,development zone is the platform and carrier of the formation and development of industrial cluster,industrial cluster is the power source to promote the sustainable development of the development zone, and it is very important to correctly deal with the relationship between development zone and industrial cluster.However,in the actual development process,some development zones did not start from their own advantages to cultivate the characteristics of the outstanding advantages of industrial clusters,it has seriously affected the sustainable development of the development zone.From the perspective of research,at present,to the development zone and the industrial cluster have more unilateral research results,and the results of the research on the integration and coordination of the two are relatively few.In this paper, the development zones and industrial clusters integrated development as the research object,sorted out the association mechanism between development zones and industrial clusters,the integration of development stage,affecting factors of the both to realize integration development,from the perspectives of industrial and space to explore the path to realize the integrated developmentTake changsha national economic and technical development zone as the example(hereinafter referred to as the Changsha economic development zone),using the location quotient analysis method to identify the industrial clusters in Changsha economic development zone,building the comprehensive strength evaluation index system of development zones and industrial clusters,with the help of SPSS 19.0 software, using the Principal Component Analysis,the 14 national economic and technical development zones in Hunan Province are evaluated to measure the comprehensive strength.In addition,the comprehensive development level of Changsha economic development zone and industry clusters in nearly six years (from 2009 to 2014) is measured,and using the coupling coordination model measures the coordination situation and tendency between Changsha economic development zone and industry clusters,specific research conclusions are as follows:(1)The action mechanism and influence factors analysis.The action mechanism of integration between development zones and industrial cluster including the government coordination mechanism, the market competition mechanism, the intermediary organization mechanism, cost effectiveness and the coupling mechanism;Industrial transfer, national policy, supporting service facilities, planning and guidance, market environment, innovation environment,city integration, industrial transformation and upgrading, industry survival and development pressure,development zone development homogeneity,restriction of environmental factors and other factors influence the integration development between the development zone and the industrial clusters.(2)Characteristics of the comprehensive strength evaluation and development timing characteristics in Changsha economic development zone.With the help of SPSS 19.0 software, using the Principal Component Analysis, analysts says that Changsha economic development zone ranked second in the 14 national economic and technical development zones in Hunan Province,and the comprehensive development level enhances unceasingly from 2009 to 2014.(3)Identification the industrial clusters in Changsha economic development zone,industrial clusters development timing characteristics and coordination degree measure. Using the location quotient analysis method finds that construction machinery and automobile manufacturing two major industrial clusters have been formed in Changsha economic development zone,the level of industry clusters in Changsha economic development zone presents the obvious rising trend from 2009 to 2014.Using coupling coordination model analysis finds that the level of coordinated development between Changsha economic development zone and industrial clusters is in the moderate level,and the level of coordinated development has been continuously increased,but the level of coordinated development still needs to be improved.(4)Integration development countermeasures.From the optimization of industrial clusters, upgrading facilities support, the implementation of innovative strategies, strengthen policy guidance, standardize the market behaviors, grasp the development opportunities and so on six main countermeasures to realization the integration development between the Changsha economic development zone and industrial clusters.
