Research On The Effective Connection Between Consolidating And Expanding The Achievements Of Health Poverty Alleviation And Rural Revitalization In China

The health issues of the people are important factors related to the development of people’s livelihoods and social progress.China has established the basic requirements of "two no worries and three guarantees" for poverty alleviation,among which "basic medical care is guaranteed" is an important indicator for poverty alleviation.Since the 18 th National Congress of the Communist Party of China,China has achieved comprehensive victory in poverty alleviation.Under current standards,98.99 million rural impoverished people have been comprehensively lifted out of poverty,and regional overall poverty has been resolved.This declares that China’s poverty reduction work has entered the stage of addressing relative poverty from the elimination of absolute poverty.However,poverty alleviation is not the end,but the starting point for Common prosperity.The Central Committee of the Communist Party of China has made a strategic deployment to consolidate and expand the achievements of poverty alleviation and effectively connect with rural revitalization during the five-year transition period,and building healthy rural areas is also an essential part of rural revitalization.At present,the chapter of consolidating and expanding the achievements of health poverty alleviation and effectively connecting with rural revitalization has just opened,and many problems are presented in front of us,waiting for us to study and explore.This paper mainly focuses on the important achievements and experiences of health poverty alleviation,and conducts research on the problems and solutions in promoting the transition from health poverty alleviation to healthy rural construction and achieving effective connection with rural revitalization.As well as the basic principles of human resource management related to the theory of feasible capabilities and important discussions by the Party,they serve as the theoretical basis for the research in this paper.The second part analyzes the important significance of consolidating and expanding the achievements of health poverty alleviation and effectively connecting with rural revitalization strategies.Mainly including preventing the return to poverty due to illness and consolidating the achievements of poverty alleviation;Embodying people first and helping to achieve Common prosperity;Implement the concept of sustainable development and build an ecologically livable and healthy rural environment in three aspects.The third part summarizes the main achievements of China’s health poverty alleviation since the 18 th National Congress of the Communist Party of China,which is an important foundation for consolidating and expanding the achievements of health poverty alleviation and connecting with rural revitalization.These achievements mainly include the initial formation of a top-level institutional framework for health poverty alleviation,the full coverage of health security for rural impoverished groups,and the formation of a comprehensive process management of prevention treatment guarantee.The achievement is not easy and comes from the efforts of adapting to local conditions throughout the country.Subsequently,this paper studied two different types of typical cases of health poverty alleviation,namely the more developed Guangdong region and the less developed Guizhou region,and summarized and extracted the experience of health poverty alleviation in different regions of China.These valuable experiences are also conducive to drawing on and promoting in the combination of consolidating and expanding the achievements of health poverty alleviation with rural revitalization.The fourth part,in contrast to the new requirements put forward by rural revitalization for the construction of healthy rural areas,focuses on analyzing the main problems in consolidating and expanding the achievements of health poverty alleviation and building healthy rural areas in China.The main manifestations are the limited sustainable development of the implementation of health poverty alleviation policies,the insufficient effectiveness of the connection between health poverty alleviation achievements and rural revitalization,and the slow progress of the construction of healthy rural areas.The main reasons for this are the instability of health policies in the transitional stage,imbalanced development of public health services,insufficient understanding of health policies by the public,and the existence of a sense of ’waiting for and needing’ among some groups.The fifth part proposes policy recommendations to promote the effective connection between China’s health poverty alleviation achievements and rural revitalization in response to the above issues.The main recommendations include:using diversified health rural construction entities to compensate for the resource shortage of a single entity,adapting a multi-level health guarantee system to the requirements of large-scale,high water level,and healthy rural construction,and consolidating the foundation of rural revitalization with the concept of "big health,big health" Promoting healthy and sustainable development through the health industry and promoting a virtuous cycle of rural revitalization.
