Research On Digital Economy Boosting The Effective Connection Between Poverty Alleviation Achievements And Rural Revitalization

In 2020,with the victory of the poverty alleviation campaign,there have been new changes in the national poverty alleviation work.The issue of relative poverty and the return of poverty-stricken populations will become new research hotspots and practical difficulties.After achieving the goal of comprehensive poverty alleviation,rural revitalization has become an important focus of China’s agriculture,rural areas,and farmers work.The term "effective connection" also frequently appears in the process of promoting rural revitalization strategies,and poverty governance policies and work need to be well connected with rural revitalization.In the report of the 20 th National Congress of the Communist Party of China(CPC),emphasis was placed on "consolidating and expanding the achievements of poverty alleviation" and "solidly promoting the revitalization of rural industries,talents,culture,ecology and organizations".The effective connection between the achievements of poverty alleviation and rural revitalization is an important mission of China’s "14th Five Year Plan" period,the only way to achieve long-term poverty alleviation and common prosperity,and the driving force to solve rural development difficulties and achieve comprehensive rural revitalization.As a new driving force for rural development,the digital economy has become an important driving engine for promoting the effective connection between poverty alleviation achievements and rural revitalization.Therefore,in the process of building a modern agricultural power,studying that the digital economy boosting the effective connection between poverty alleviation achievements and rural revitalization has important theoretical and practical significance for empowering high-quality development of rural areas in China.Based on the provincial panel data from 2011 to 2020,this paper analyzes that the digital economy boosting the effective connection between poverty alleviation achievements and rural revitalization.Firstly,the concepts of digital economy,poverty alleviation,rural revitalization,and the effective connection between poverty alleviation achievements and rural revitalization were explained.Based on sustainable development theory,technological innovation theory,synergy theory,new economic geography theory,and other foundations,the mechanism of the role of digital economy in promoting the effective connection between poverty alleviation achievements and rural revitalization was clarified;Secondly,the development process of digital economy,poverty alleviation,and rural revitalization was systematically reviewed,as well as the current situation of the connection between digital economy,poverty alleviation achievements,and rural revitalization;Once again,the entropy method was used to measure the comprehensive development index of the three major systems of digital economy,poverty alleviation achievements,and rural revitalization.The coupling coordination model was used to measure the level of connection between poverty alleviation achievements and rural revitalization,and the development status of their coordinated promotion was analyzed;Finally,the two-way fixed model,the mesomeric effect model and the spatial Durbin model are used to test the direct effect,indirect effect and spatial spillover effect of the digital economy boosting the effective connection between poverty alleviation achievements and rural revitalization.Research has found that:(1)the digital economy can significantly promote the effective connection between poverty alleviation achievements and rural revitalization,and is an important driving force for promoting the effective connection between poverty alleviation achievements and rural revitalization;(2)The digital economy can significantly promote technological innovation,thereby promoting the effective connection between poverty alleviation achievements and rural revitalization,namely the path of "digital economy → technological innovation → poverty alleviation achievements and rural revitalization";(3)The digital economy has a spatial spillover effect on the effective connection between poverty alleviation achievements and rural revitalization,and compared to the level of connection between local poverty alleviation achievements and rural revitalization,the digital economy will take the lead in promoting the effective connection between the two in neighboring areas.That is,the impact of the digital economy shows a benign development state of "neighborly harmony,mutual assistance and mutual promotion".Based on the research results,relevant countermeasures and suggestions are proposed from six aspects: enhancing the coverage of digital new infrastructure,building a digital technology application system,creating digital life application scenarios,improving data flow and sharing mechanisms,strengthening the creation of a technological innovation environment,and optimizing the layout of digital infrastructure.
