Research On The Optimization Of Rural Commercial Poverty Alleviation Asset Management Model In Z Street, Shandong Province Under The Background Of Rural Revitalizatio

During the period of poverty alleviation,a large scale operational poverty asset has been formed and follow-up management and promotion face new historical tasks.Opinions about consolidating and expanding the achievements made in poverty alleviation in coordination with the extensive drive for rural vitalization in 2020 and NO.1 Central Document for 2021 demand on reinforcing the management and supervision for the asset of poverty alleviation program.NO.1 Central Document for 2022 focuses on improving the shortcomings of technology,equipment and marketing,strengthening the leading role and promoting the upgrading of industry.Optimization of the management path of rural operational poverty alleviation assets is important for consolidating and expanding the achievements made in poverty alleviation in coordination with the extensive drive for rural vitalization and is the pioneer of continuous rural vitalization.So,It is worth researching to adapt to concrete form of new period,constantly optimize the path of management and improve the construction of long-term mechanism according to the new situation.This paper takes the model optimization of asset management model for poverty alleviation projects at grassroots level at Z street in Shandong province as the research object to search for the governance of rural operational asset for poverty alleviation and promotion of industrial upgrading from public governance.Based on The New Public Service Theory,Public Goods Theory,Governance Theory and Theory of Two Powers Separation combining with field survey method,structured interview method and questionnaire method,this paper gains primary data about rural operational asset governance for poverty alleviation.This paper summarizes the industrial poverty alleviation experience which aims to finding the restraining factors of operating and providing suggestions.This paper starts to write on description of governance situation,challenges that is facing,reason analysis and suggestion.Operational asset for poverty alleviation of Z street operates on self-build operation,cooperative operation,leading enterprise and hosting operation.Self-build operation are lower degree of integration and higher dependence.Cooperative operation has generic asset and indistinct structure.Leading enterprise has localized effect and uneven role.Hosting operation has common homogenization and simple operational relation.These phenomenon are caused by unreasonable planning,excessive protection,heavy tasks,behindhand idea,shortage of talents,imperfect industrial system.Optimization of rural operational asset governance for poverty alleviation and effect of poverty alleviation will be researched and consolidated by optimizing production and marketing ability,highlighting the important role of government,utilizing the four powers,realizing the upgrading of cooperative operation,leading of enterprise,reasonable industrial plan and multi-agent participation to provide new ideas of the effective connection of rural revitalization.
