| Since the beginning of the 21 st century,a large number of people in China have flowed from rural areas to cities,resulting in the rapid expansion of urban scale in China.Although the urban economy has achieved leapfrog development in this process,some prominent problems have also arisen,such as environmental pollution,traffic congestion,and low governance efficiency.From a global perspective,many densely populated big cities have similar problems.How to achieve high-quality urban development has become a world problem.Faced with this problem,human beings try to seek breakthroughs from a technical point of view,and the concept of ’ smart city ’ was born.In the following decades,countries have tried to explore the development direction and path of urban intelligence.In the new era,China regards the construction of smart cities as an important part of urban development.In the " 14 th Five-Year Plan for New Urbanization," it is clearly proposed to accelerate the transformation of urban development mode and build livable,resilient,innovative,smart,green and humanistic cities.Environment and resources are the two major factors restricting the high-quality development of the economy,and green total factor productivity has gradually become an important indicator to measure the quality of economic development because of its advantages of considering both economic and environmental factors.Based on the panel data of 224 prefecture-level cities in China from 2007 to 2019,this paper uses the SBM-GML index model to measure the green total factor productivity of each prefecture-level city,and further decomposes the data into green technical efficiency and green technical progress,and deeply analyzes the level of urban green development in China.In order to analyze the impact of smart city construction on urban green development,this paper chooses the notice on the pilot work of national smart city issued by the Ministry of Housing and Urban-Rural Development on December 5,2012 as a quasi-natural experiment.The difference-in-differences method is used to construct an empirical model to analyze the impact of the pilot policy of smart city construction on green total factor productivity.Subsequent articles analyze its internal impact mechanism by introducing moderating variables.It is found that the construction of smart city has a significant role in promoting the improvement of urban green total factor productivity in China.Further research finds that human capital density,industrial structure level and technological innovation level play a regulatory role in it.The specific performance is that the density of human capital is low;the level of industrial structure upgrading and rationalization is high;the effect of smart city construction on the improvement of green total factor productivity is more obvious in prefecture-level cities with weak technological innovation ability.Based on the above conclusions,this paper puts forward corresponding suggestions : the government needs to further promote the construction of smart cities and play a leading role and management advantages in the construction of smart cities;all regions should actively promote the integration of industry and city development;enterprises need to regard the construction of smart city as an important opportunity for their own development,and provide relatively specific solutions and technical support for the construction of smart city with their own advantages and characteristics.Cities with different characteristics should formulate smart city construction policies according to local conditions to avoid blind homogenization. |
