With the development of China’s macro economy,the continuous advancement of urbanization and the steady and rapid development of urban economy,the "construction of smart city" has been attached great importance by the society.With the smart city pilot project as the policy background,China’s economic development has gained new opportunities,but also new development needs.The improvement of green total factor productivity is a key link for China to step into the stage of high-quality economic development.Improving urban Green Total Factor Productivity(GTFP)helps cities achieve the green development goal of ecological environment optimization while growing economy.Based on the above background,this paper takes 285 prefecture-level cities in China as samples,uses SBM-GML model to measure and analyze the GTFP level and regional differences of prefecture-level cities in China during 2005-2019,and on this basis uses differential model to empirically test the impact of smart city pilot on the development of GTFP.The results show that: first,the overall GTFP of China is on the rise,and the high value of GTFP is mainly distributed in the eastern and northeastern regions.Second,the green total factor productivity of pilot cities is different among the first batch,the second batch and the third batch of pilot cities.The mean value of the first batch is greater than that of the second batch and that of the third batch.The increase of green total factor productivity of pilot cities is mainly due to the increase of technical efficiency.Thirdly,the empirical results show that the smart city pilot can promote the improvement of GTFP,and the effect of the western region is greater than that of other regions.Fourthly,smart city construction can improve the technological innovation degree of node cities,promote the upgrading of industrial structure,increase the degree of economic agglomeration,and on this basis improve the green total factor productivity of node cities.Fifth,the promotion effect of smart cities on GTFP has spillover effect,and the local effect is greater than the spillover effect.The policy recommendations of this paper are as follows: First,promote technological progress.The government will increase investment in research and development of smart city-related technologies,and encourage enterprises to strengthen technological innovation and commercialization of achievements.Second,improve urban infrastructure.By strengthening the construction and upgrading of urban infrastructure,the government can improve the digital level and operation efficiency of the city.Third,we need to upgrade the industrial structure.By optimizing tax policies and strengthening industry-universityresearch cooperation,the government guides enterprises to transform and upgrade into hightech and high value-added enterprises.Fourth,promote green production.The government promotes urban green production by formulating environmental protection policies,promoting green technology and encouraging low-carbon production.Fifth,we should adopt policies based on city conditions.The government provides more financial support to the backward regions in the central and western regions.For example,through tax policies,land policies and other means,more investors and enterprises are attracted to the central and western regions to promote their industrial upgrading and innovative development.Sixth,we need to strengthen regional cooperation.Local governments should have a long-term mindset,avoid beggar-thy-neighbor policies,foster a sense of cooperation,strengthen systematic and regional cooperation,and achieve a win-win situation.
