Since China’s economic development entered a new normal,it has gradually changed the original extensive high-speed growth model,and is striving to explore an intensive,green and high-quality development path.Since its birth,e-commerce has shown great advantages in enhancing the vitality of economic development and optimizing the allocation of resources.In order to give full play to the strategic role of e-commerce in economic development,the National Development and Reform Commission,the Ministry of Commerce and other ministries and commissions decided to jointly carry out the activities of creating a "National Ecommerce Demonstration City".By 2022,China has successively carried out the construction of three batches of e-commerce demonstration cities.Since the implementation of the pilot policy,has it effectively promoted the transformation and upgrading of traditional industries and promoted the green transformation of cities,and how to make a quantifiable evaluation of this effect? This problem has aroused widespread concern in the economy and society.Regarding the construction of e-commerce demonstration city as a quasi-natural experiment,this paper analyzes the construction effect and mechanism of demonstration city in order to verify the effect of policy implementation and provide useful reference for the followup promotion and construction of e-commerce demonstration city.The panel data of 270 cities in China from 2008 to 2020 are selected as research samples.Firstly,the urban green total factor productivity is measured based on the super-efficiency SBM model combined with the global reference Globe-Malmquist-Luenberger productivity index,and the change trend of green total factor productivity is analyzed from the national level and the sub-regional level respectively;Secondly,it constructs a multi-period double difference model to test the policy effect empirically,and tests the heterogeneity of the policy effect from three dimensions: urban area,scale and resource endowment,and analyzes whether there are spatial differences in the implementation effect of the pilot policies under different conditions;Finally,the triple difference model is used to test the mechanism of the pilot policy to improve the urban green total factor productivity.The main conclusions are as follows :(1)the construction of e-commerce demonstration cities can significantly improve the green total factor productivity of pilot cities,and this result is still valid after a series of robustness tests;(2)There are spatial differences in the construction effect of e-commerce demonstration cities under different conditions.Specifically,the promotion effect of pilot policies on green total factor productivity is more significant in western regions,large cities and resource-based cities;(3)The construction of e-commerce demonstration city can effectively improve the urban green total factor productivity by upgrading the industrial structure and exerting the economic agglomeration effect.Based on the conclusions drawn in this paper,the following policy suggestions are put forward: First,to strengthen the awareness of e-commerce green service;Second,to promote the upgrading of industrial structure according to local conditions;Third,to guide the development of ecommerce agglomeration according to urban condition;Fourth,continue to deepen the construction of e-commerce legal system.
