Research On The Performance Evaluation Of Financial Support For Rural Revitalization Policy In Jiuquan City

This paper takes Jiuquan City as an example to study the performance of financial support for rural revitalization policies.The problems existing in financial support for rural revitalization in Jiuquan City were analyzed,such as low utilization rate of funds,high threshold for applying for policy-based loans,and difficulty in risk prevention,etc.,and found that these problems are universal.It is believed that the establishment of a financial support policy performance evaluation system for rural revitalization will help to identify problems and deficiencies,provide reference and suggestions for policy improvement and perfection,promote the role of financial support policies,and achieve the goal of rural revitalization.Using the public value-based government performance governance theory(PV-GPG),on the basis of explaining concepts such as rural revitalization and performance evaluation,through the expert scoring method and AHP method,with the overall goal of agricultural and rural modernization,from the perspective of society Based on the three dimensions of value construction,organizational management,and collaborative leadership,the performance evaluation index system of financial support for rural revitalization in Jiuquan City was constructed,and policy performance evaluation was carried out.The index weights were determined through expert questionnaires,and two sets of questionnaires were compiled,"Jiuquan City Financial Support for Rural Revitalization Policy Performance Questionnaire(for Rural Residents)" and "Jiuquan City Financial Support for Rural Revitalization Policy Performance Questionnaire(for New-type Agricultural Business Entities)",and carried out The questionnaire survey collected data,and finally made a scientific,reasonable and comprehensive performance evaluation of Jiuquan Finance’s support for rural revitalization policies.The results of the policy performance evaluation show that the overall performance of Jiuquan City’s financial support for rural revitalization policy is good,with a moderate scoring rate.Jiuquan City’s financial support for rural revitalization policy has achieved certain practical results.However,there are still many shortcomings and deficiencies.The main problems are that the coverage of inclusive financial services is not wide enough,the issuance of agriculture-related loans is not sufficient,the financial management organization structure is not perfect,the talent is lacking,the information communication is not smooth,the financial products are insufficient,and the information is not enough unimpeded,unreasonable institutional settings,etc.In response to these problems,this paper puts forward policy suggestions,one is to increase the supply of financial services according to market segments,the other is to improve the organizational and management efficiency of government financial regulatory departments,and the third is to enhance collaborative leadership and strengthen inter-agency work cooperation.
