A Study On The Performance Evaluation Of Banking Financial Institutions Supporting Rural Revitalization In Hebei Province

In 2017,the strategy of rural revitalization was put forward,which further demonstrated the perseverance and determination of the Party Central Committee to solve the three rural issues and improve the living standards of farmers.The report of the 20th National Congress of the Communist Party of China emphasized that we should comprehensively promote rural revitalization,adhere to the priority of agricultural and rural development,consolidate and expand the achievements of poverty alleviation,accelerate the construction of a powerful agricultural country,and solidly promote the revitalization of rural industries,talents,culture,ecology and organizations.Under the guidance and encouragement of the provincial party committee and government,Hebei Province has continuously strengthened its efforts to support and benefit agriculture,increased financial supply and made some progress in rural revitalization.However,there are still many problems such as shortage of funds in the financial support for rural revitalization and development.The article adopts empirical analysis,indicator analysis,and data statistics methods to analyze the evaluation index system set in the "Evaluation Method for Financial Institutions Serving Rural Revitalization",and combines the actual situation of banking institutions supporting rural revitalization in Hebei Province,analyzing in detail the shortcomings of the "Evaluation Method" in practical application,and following the optimization steps of the index system,The performance evaluation index system of banking support for rural revitalization in Hebei Province has been optimized,and empirical evaluation and analysis have been conducted based on the actual work of various banking institutions in 2022.The following conclusions have been reached:(1)The banking support for rural revitalization in Hebei Province is characterized by a wide coverage of financial institutions,an increasing level of inclusive financial support,the gradual improvement of payment system construction,and significant results in financial support for rural revitalization;(2)There are some problems in the performance evaluation of banking support for rural revitalization in Hebei Province,such as incomplete evaluation index system,insufficient guidance of evaluation indicators,insufficient penetration of financial risks in evaluation,and a large subjective proportion of evaluation;(3)The "Assessment and Evaluation Method" is not practical enough for the assessment of banking financial institutions in Hebei Province in supporting rural revitalization.It is necessary to scientifically,reasonably,and objectively optimize the indicator system based on the actual development of banking institutions in Hebei and the actual level of rural revitalization and development in various cities in Hebei;(4)The overall score of the performance evaluation of the banking industry supporting rural revitalization in Hebei Province is low,and the performance evaluation of various banking institutions supporting rural revitalization varies greatly.
