The rapid development of urbanization and industrialization has given birth to a huge demand for construction land,which has changed the relationship between the supply and demand of land resources.On the one hand,the continuous expansion of urban land continues to aggravate the shortage of land resources.on the other hand,problems such as idle and wasteful rural collective construction land,inefficient and extensive are still prominent.Therefore,it is more urgent and necessary to establish a unified urban and rural construction land market and allow rural collective construction land to enter the market.The entry of rural collective construction land into the market plays an extremely important role in alleviating the pressure of urban land,invigorating rural idle collective construction land,improving the efficiency of resource utilization,promoting the integrated development of urban and rural areas,protecting farmers’ land rights and interests,and promoting rural revitalization and common prosperity.In addition,the income distribution of rural collective construction land is related to the practical interests of the government,village collectives and individual farmers,and is a key link in the implementation of land system reform.As of June 2022,the first batch of 33 pilot plots in China has entered the market in more than 27000 cases,covering an area of more than 180000 mu,with a total price of about 35.79 billion yuan,and the government has collected a regulation fee of 5.27 billion yuan.However,there are great differences in regulation fees collected by local governments,the main body of entering the market is not clear,and the conflicts of interest of different participants bring a series of income distribution problems of collective construction land into the market.Therefore,how to distribute the value-added income of collective construction land scientifically and rationally has certain theoretical and practical significance for enriching the theory of income distribution,guiding the practice of income distribution and alleviating the conflict of interest among different participating themes.This thesis first clarifies the formation mechanism of the source and distribution of value-added income of rural collective construction land,as well as the influence of the game of stakeholders on the distribution of value-added income under different modes of entering the market.Then,Changyuan City,Henan Province is selected as the study area.Based on 422 cases of entering the market,the general situation of entering the market of Changyuan City is analyzed from the market entry market and transaction process.By combing the entry policy text and the distribution model of value-added income of Changyuan City,this thesis reveals the current situation of the distribution of value-added income in Changyuan City.Finally,the thesis constructs the optimization model of land value-added income distribution under the cooperative game,and calculates the distribution proportion of various stakeholders under different market entry modes,in order to provide reference and theoretical reference for the market value-added income distribution of the study area and other areas.Through the above research,this thesis draws the following conclusions:(1)The value-added income of rural collective construction land into the market mainly includes usefulness increment,supply-demand increment and investment increment,and the usefulness increment brought by the conversion of farmland or the change of collective construction land use.market competition and value manifestation bring supply and demand value-added,and relevant stakeholders’ investment brings investment value-added.(2)There are differences in the proportion of value-added income obtained by the government,village collectives and farmers under different modes of entering the market.under the mode of entering the market on the spot,the distribution proportion of value-added income obtained by farmers is the highest(47.83%).The proportion of value-added income obtained by the collective in the lower and middle villages is the highest(46.96%).Under the two modes,the distribution proportion of value-added income obtained by the government in the form of regulatory funds is about 6%.(3)The distribution proportion of value-added income of government,village collective and farmers is 18.21%,52.38% and 29.4%,respectively.The proportion of distribution under the market entry mode is 17.56%,44.18% and 38.25%.Compared with the current situation of income distribution in Changyuan City,it is found that the proportion of farmers in the optimized value-added income distribution is reduced,while the proportion of value-added distribution obtained by the government is increased.After summarizing the policy of value-added income distribution in Changyuan City,it is found that there are still some problems,such as a lack of income distribution standards under different uses,weak control right of village collective income,lack of village collective organization structure,difference in internal distribution of valueadded income and so on.Finally,by analyzing the successful experience of typical pilot projects,from the following five aspects: clarifying the proportion of value-added income distribution,defining the main body of value-added income distribution,perfecting the supervision mechanism of collective income distribution,increasing the mode of collective internal income management,and perfecting the supporting system of value-added income into the market,this thesis puts forward the policy suggestions on the distribution of value-added income of collective construction land.The thesis has 15 figures,42 tables and 169 references.
