Farmers Professional Cooperatives "Empty Shell" Study Of Problems In Alxa League Of Inner Mongolia Autonomous Region

In recent years,it has been pointed out repeatedly in the "No.1 Document" of the Central Committee of the Communist Party of China that in developing the rural economy,efforts should be made to promote the high-quality development of new agricultural business entities in China on the existing basis,and at the same time to accelerate the construction of a modern agricultural business system in line with China’s existing national conditions.Farmers’ specialized cooperatives,as the new agricultural business entities at the present stage,are of great significance to the development of rural cooperative economy and the realization of the strategic goal of rural revitalization.Practice has proved that farmers’ specialized cooperatives have played an important role in organizing and driving small farmers,activating rural resource elements,leading the development of rural industries,and safeguarding farmers’ rights and interests,and have become the basic subjects driving farmers to enter the market,new entities developing collective economy,effective carriers innovating rural social management,and important forces in implementing the rural revitalization strategy and bringing small farmers into the track of modern agricultural development.However,in the process of development,a large number of cooperatives have been "shelled" due to such reasons as poor operation of cooperatives,policy speculation of initiators,performance assessment of local governments,arbitrage of tax preferences by agriculture-related business entities,failure to cancel business in a timely manner,which not only affects the overall social image of cooperatives,but also affects the healthy and orderly development of cooperatives.This article attempts to farmers’ professional co-operatives in Alxa League of Inner Mongolia Autonomous Region as the research object,on the basis of field investigation,relying on the cooperative economy theory,the public value theory,theory of multiple governance,using binary logistic model,in-depth analysis of different types of farmers’ professional co-operatives "shell phenomenon,and tries to explore its effective path,to provide a theoretical basis for promoting the sound development of Alxa League farmers’ specialized cooperatives in accordance with the law,so as to realize industrial revitalization and boost rural revitalization.
