Specialized Farmer Cooperatives Under The Background Of Rural Revitalization Research On Development Issues

In the 2018 Opinions on the Implementation of Rural Revitalization Strategy,the State Council stated that "the issue of agriculture and rural farmers is a fundamental issue related to the people’s livelihood of the country.Without the modernization of agriculture and rural areas,there will be no modernization of the country." The farmers’ ability to survive and develop themselves in the market competition is insufficient,and the construction of farmers’ team needs to be strengthened,which has led to the formation of various professional organizations.Farmers’ professional cooperatives are mutual aid economic organizations managed by farmers’ voluntary association,which can provide farmers with socialized services for the whole process of agricultural production and can carry out economic activities as legal market subjects,thus helping small farmers to save costs and increase their income.Therefore,in the context of rural revitalization,the good development of various types of farmers’ professional cooperatives has become one of the main ways to solve the problems of agriculture,rural areas and farmers.In the context of rural revitalization,based on the current situation of domestic and foreign researches,the general problems of farmers’ professional cooperatives development in China and the special problems of cooperatives development in minority areas,taking S county as an example,are analyzed through literature research and visit interviews,and corresponding targeted,operable and replicable countermeasure solutions can be proposed.Through the analysis of the development of China’s farmers’ professional cooperatives in the context of rural revitalization,it can be seen that China’s farmers’professional cooperatives generally have problems such as small scale,imperfect system,insufficient connection of members,lack of counterpart talents and lack of capital,while the reasons behind them include unreasonable design of government system,low quality of farmers,lack of understanding of cooperatives,serious outflow of talents,insufficient input from cooperative members caused by lack of attractiveness of cooperatives,imperfect financial system in rural areas,etc.The development of professional cooperatives in County S and the cases of two cooperatives are found to have unique problems of uneven scale,weak policy awareness of members,serious outflow of local talents,and weak brand awareness.On the basis of the experience of excellent agricultural operators and cooperatives at home and abroad,we apply the theory of agricultural industrialization and the theory of collective action to propose:adjusting the structure of economic relations within cooperatives and constructing a reasonable incentive mechanism;strengthening professionalism,establishing brand awareness,and improving economic production and radiation capacity;strengthening marketing means and using new media to expand publicity channels;increasing policy support and expanding financing channels;establishing We propose five countermeasures:adjusting the structure of internal economic relations,building brand awareness,improving economic production and radiation;strengthening marketing means,using new media to expand publicity channels;increasing policy support and expanding financing channels;establishing awareness of talent to strengthen the society,introducing and training professional talents;and improving supportive policies to ensure the implementation of policies and systems.
